A chamada Lei da Reunificação (Lei n.º 1/1999, de 20 de Dezembro) determina, em sede de «interpretação das expressões e designações constantes da legislação previamente vigente», que «o preâmbulo e a parte com assinaturas não são ressalvados, não fazendo parte integrante da legislação da Região Administrativa Especial de Macau» (alínea 1) do n.º 1 do artigo 4.º). É uma parvoíce, até porque os preâmbulos são importantes elementos de interpretação dos diplomas legais. Em todo o caso, houve o bom senso de não se ir ainda mais longe na asneira, não se fazendo, por exemplo, qualquer menção aos símbolos de Portugal constantes dos Boletins Oficiais.

Pelos vistos, a Imprensa Oficial, querendo ser mais papista do que o Papa (o que até nem é uma atitude original na Administração de Macau pós-99, como sabemos), resolveu que também o escudo nacional estava a mais nos B.O. anteriores ao handover. Para ela, aqui vai, pois, o meu voto para Razzie da idiotice. Parabéns, Imprensa Oficial!

O artigo cuja parte final aqui reproduzo não foi escrito por mim. Chama-se «E depois das presidenciais?», foi publicado no Hoje Macau do passado dia 26 de Janeiro e é da autoria de Arnaldo Gonçalves.
Folgo em ver que, finalmente, alguém - além de mim - se pronuncia na comunicação social sobre o que se tem passado no PSD-Macau desde as últimas eleições para os seus órgãos, em Julho de 2007, para um mandato de dois anos. São já três anos e meio (!) à deriva, sem assembleias gerais, sem reuniões da comissão política e sem qualquer actividade para os militantes. Apenas serviços de criadagem ao deputado José Cesário, o "padrinho" da golpada impunemente cometida por três ou quatro lacaios que tudo fazem para se manter nas suas boas graças; quem sabe, na expectativa de que um dia, quando o PSD estiver novamente no poder, o seu boss se lembre deles e lhes retribua a cega fidelidade. Até quando teremos que aturar isto?

Foi hoje inaugurada, na Delegação Económica e Comercial de Macau em Lisboa, a exposição de aguarelas «Estados D'Alma», da autoria de Maria Luísa Vilhena, antiga professora do Liceu de Macau e também aluna da Academia de Artes Visuais do território, onde frequentou vários cursos de pintura tradicional chinesa, desenho, pintura contemporânea, gravura e história da arte. A exposição está patente ao público até 3 de Dezembro.

Para lá da beleza dos trabalhos expostos, foi uma oportunidade para rever amigos e conhecidos de Macau, como os simpáticos e sempre disponíveis responsáveis da Delegação, Eng.º Raimundo do Rosário e Dr.ª Gabriela César, entre diversos outros.

Iniciativas sobre Macau em Lisboa

No próximo dia 5 de Novembro, pelas 18h00, a Delegação Económica e Comercial de Macau em Lisboa vai ser palco do lançamento de um livro do académico e ex-residente do território Rogério Miguel Puga sobre a presença inglesa em Macau nos séculos XVII e XVIII (imagem acima).

Exactamente uma semana antes, a 29 deste mês, entre as 14h30 e as 18h30, a Casa de Macau de Portugal receberá um seminário sobre a vida e obra de Henrique de Senna Fernandes.

Segundo li no semanário Sol, a Priberam acaba de lançar uma nova versão, a oitava, das suas já famosas ferramentas da língua portuguesa (FLiP), que uso há largos anos.

O curioso da notícia é a menção de que o produto contém a variante do português de Macau, coisa que eu desconhecia existir... Será o português pré-Acordo Ortográfico? É que a única palavra que vi até hoje ser "oficialmente" escrita de forma diferente em Portugal e em Macau é «logótipo», que aparece sempre no Boletim Oficial do território sem acento (por exemplo, aqui).

Quartos: 2561, dos quais 230 suites de luxo. Funcionários directos: 10 000. Capacidade diária do casino: 25 000 pessoas. Visitantes esperados por ano: mais de 18milhões. Investimento: 4765 milhões de euros. Os números chegam para impressionar, mas o Marina Bay Sands Resort não se ficou por aqui e transformou-se no mais recente ex-líbris de Singapura. A imagem da cidade está agora marcada por estas três gigantes torres de vidro, unidas por uma megaplataforma com o formato de um convés de um luxuoso navio-cruzeiro. Trata-se de um SkyPark, de 1,2 hectares, que integra uma impressionante piscina infinita de 150 metros e um restaurante com a assinatura do conceituado chefe Justin Quek, tido com um dos maiores de Singapura. Mas há mais: Mario Batali e Daniel Boulud, ambos de Nova Iorque, Wolfgang Puck, de Los Angeles, Santi Santamaria, de Barcelona, Guy Savoy, de Paris, e Tetsuya Wakuda, de Sydney, prometem em conjunto criar um destino gastronómico ímpar. Além dos mais de cinquenta restaurantes disponíveis, o resort, que foi inaugurado oficialmente a 24 de Junho, inclui ainda 75 000 metros quadrados de área comercial (onde não faltam marcas de topo: Cartier, Chanel, Fendi, Prada ou Yves Saint Laurent), teatros com um total de quatro mil lugares, um museu e um pavilhão de cristal. Não esquecendo, claro, o já mencionado casino — ou não se estivesse a falar de um empreendimento da norte-americana Las Vegas Sands, gigante americano de casinos —, que só por si deverá gerar receitas anuais de quase sessenta milhões de euros.

Semana de Macau em Lisboa (II)

Aqui ficam algumas imagens do espaço promocional de Macau no Centro Comercial Colombo, na capital portuguesa, integrado nas actividades da «Semana de Macau em Lisboa», que teve início na última sexta-feira e termina hoje.

Infelizmente, nas três vezes que por lá passei, o movimento não era muito. O calígrafo e o adivinho concentravam as atenções dos visitantes, mas julgo que a imagem de Macau merecia outra vitalidade num evento destes.

Além disso, dada a enorme comunidade de naturais de Macau e ex-residentes do território a viver actualmente em Lisboa, faria todo o sentido a organização de um evento aberto onde a comitiva do Chefe do Executivo pudesse receber os seus "concidadãos", à semelhança do que o consulado português costuma fazer quando membros do nosso Governo arribam àquelas paragens.

Pensões ilegais

Li esta norma da proposta de lei intitulada «Proibição de exploração de pensões ilegais», que o Governo da RAEM apresentou na Assembleia Legislativa (e, ao que parece, já foi aprovada na generalidade em 5 de Janeiro passado), e fiquei na dúvida se é um disparate pegado ou sou eu que não estou a ver bem as coisas...

Pelos vistos, para estarmos perante uma pensão ilegal, é preciso que se verifiquem cinco critérios cumulativos:
- Tratar-se de uma fracção autónoma não destinada a fins hoteleiros;
- Ser utilizada para proporcionar alojamento ao público;
- Os hóspedes serem maioritariamente não residentes;
- Não se conhecerem bem entre si; e
- Ocuparem a fracção com horas distintas de entrada ou de saída.

Ora, sem ter lido ainda o resto da proposta ou a sua nota justificativa (parei logo aqui...), pergunto-me: e se a maioria dos hóspedes for residente? A pensão passa a ser legal mesmo que todos os outros critérios fiquem preenchidos? E se forem não residentes, mas tiverem sido todos recrutados no mesmo lugar da mainland (numa aldeia ou numa fábrica, por exemplo) e, por isso, já se conhecerem bem? E se forem mainlanders a trabalhar todos no mesmo lugar em Macau (como é bem possível) e praticarem os mesmos horários de entrada e saída, mesmo que não se conhecessem antes?

Podia continuar, mas tenho que sair. Dão-se alvíssaras a quem me iluminar...

Nos idos de 1997, um grupo de residentes de Macau sócios e adeptos do Boavista Futebol Clube juntou-se e organizou a equipa que surge nesta fotografia, reforçada com um ou dois amigos que, embora preferindo outros emblemas, simpatizavam com a equipa das "camisolas esquisitas", como alguém uma vez lhe chamou numa competição europeia.

Para a posteridade, aqui fica o nome dos eleitos: atrás, da esquerda para a direita - Paulo Nascimento, Nuno Lima Bastos, Alexandre Bastos e Fernando Botelho; à frente, na mesma ordem - Carlos Nascimento, José Manuel Costa, Luís Correia e Victor Chung.

Questions over the implementation of "one country, two systems" have been raised by the jailing of a former student leader of the 1989 Tiananmen protests by a Sichuan court after he was handed over to the mainland by Hong Kong immigration authorities.

The Shehong County People's Court sentenced Zhou Yongjun, 42, to nine years in jail on Friday after convicting him of attempted financial fraud and fining him 80,000 yuan (HK$90,840), the Hong Kong-based Information Centre for Human Rights and Democracy said.

One of Zhou's lawyers, Chen Zerui, said his case stemmed from a complaint by Hang Seng Bank about a suspicious request to transfer overseas HK$6 million from a Hong Kong account registered to Wang Xingxiang, whose name was on the phony Malaysian passport Zhou used to try to enter Hong Kong.

The signature on the transfer form did not match that of the original account holder and the name was placed on a money-laundering watch list.

He said Hong Kong police had found no evidence linking Zhou to the transfer request during 48 hours of questioning following his arrival from Macau on September 28, 2008, and comparing his signature with that on the transfer form. He said Zhou was then passed back to Hong Kong immigration authorities, who handed him over to the mainland after he declined to reveal his true identity.

Another of Zhou's lawyers, Mo Shaoping, said there were jurisdictional concerns about the case, because the alleged fraud was committed in Hong Kong and the alleged victim was Hong Kong-based Hang Seng Bank.

"Firstly, it has to do with the location where the alleged crime was committed," Mo said. "It was allegedly committed in Hong Kong and Sichuan has no jurisdiction over that.

"Hong Kong is a special administrative region. Under 'one country, two systems' none of the mainland judicial authorities have the right to handle a Hong Kong lawsuit."

He said that if Hong Kong immigration authorities wanted to turn Zhou away, the proper procedure would have been to send him back to Macau; there was no reason to send him to a third location, Shenzhen.

"If they have doubts about his identity, they should send him back to Macau, where he came from, instead of sending him to Shenzhen," Mo said.

Zhou's human rights had also been violated, with Shenzhen authorities having detained him for seven months without notifying his family in the US or Sichuan, he said.

Speaking from Los Angeles, Zhang Yuewei, Zhou's girlfriend and the mother of their two-year-old daughter, said the Hong Kong government had violated the "one country, two systems" formula by sending him to the mainland.

Democratic Party chairman Albert Ho Chun-yan believes Zhou's sentence is related to his background as a student leader during the Tiananmen protests in 1989. Ho, a member of the Hong Kong Alliance in Support of Patriotic Democratic Movements in China, said the Hong Kong government had not provided details of Zhou's case, including his 48 hours of questioning by Hong Kong police, even though he had asked for such information months ago on behalf of Zhou's legal team.

"The Hong Kong government might have political considerations behind this arrangement," Ho said. "If we had been able to obtain this information, it might have helped Zhou's plea."

Zhou, from Sichuan, captured global attention in 1989 by kneeling on the steps of the Great Hall of the People beside Tiananmen Square with two other students and pleading for top Beijing leaders to acknowledge student calls for political reform and the stamping out of corruption.

Zhou managed to get out of the mainland in 1993 and moved to the United States. He returned in 1998 to visit his elderly parents after his mother fell ill, and was sentenced to three years in a labour camp in Mianyang, Sichuan.

His name made headlines again after Hong Kong immigration authorities handed him over to Shenzhen authorities in September 2008 for using the phony passport bearing the name of Wang Xingxiang. The name was a pseudonym used by Zhang Hongbao, founder of a mainland qi gong organisation known as Zhong Gong, to open bank accounts overseas. Zhang was wanted by mainland police for rape, illegally collecting money and other charges from the early 1990s. He fled to the United States in 2000 and died in a car accident on July 31, 2006.

Zhou's girlfriend said he denied the fraud charge and that he was the victim of bad luck and mistaken identity.

She said he had obtained the fake passport through an immigration agency - a practice common among exiled dissidents, many of whom found themselves stateless when Beijing refused to renew their passports.

A Hong Kong police spokesman said the force would not comment on an individual case. A spokeswoman for Hang Seng Bank also declined to comment, as did the Hong Kong government.

Chen said Zhou had decided to appeal.

Na hora da despedida

A menos de um mês de regressar a Portugal, após quinze anos a viver em Macau, o jornal Ponto Final convidou-me para uma derradeira troca de impressões. Agradeço o interesse da sempre competente Isabel Castro e deste matutino onde tantas vezes partilhei o que pensava da realidade do território que foi a minha casa durante década e meia.

O momento é de pausa na escrita e forte abrandamento deste blogue (o tempo não dá para tudo...), mas espero voltar paulatinamente ao teclado quando assentar arraiais na capital portuguesa.

Por agora, aqui deixo os meus votos de tudo de bom para Macau - a minha terra de adopção - e, em especial, para os portugueses e amigos de todas as comunidades que aqui fazem a sua vida! Até sempre, meus amigos!

Foi inaugurado ontem o Burj Dubai, o edifício mais alto do mundo; aliás, a construção humana mais alta de sempre.

Já me referira a ele neste espaço em Agosto de 2008 e tive oportunidade de o ver in loco em Maio passado, quando visitei o Dubai. É, em boa verdade, majestoso, especialmente quando visto à distância e comparado com os prédios vizinhos.

A propósito da efeméride, o jornal Público divulgou uma infografia dos dez edifícios mais altos do mundo (incluindo um ainda em fase de arranque, o novo World Trade Center de Nova Iorque), segundo a qual Taipé fica na Tailândia e o Two International fica numa localidade de Hong Kong chamada Finance Center... E eu que pensava que Taipé era a capital de Taiwan (ilha Formosa) e que o dito edifício se chamava Two International Finance Centre (cfr. também aqui) e estava localizado no bairro de Central, em Hong Kong (na ilha do mesmo nome)...

Enfim, errar é humano, mas há erros um bocado grosseiros...

Adenda em 11 de Janeiro: entretanto, o Público republicou a infografia já indicando Taipé como sendo em Taiwan. Ficou por corrigir o equívoco sobre a localização do Two International de Hong Kong...

We must be told why Macau shut the door

Change is to be expected whenever a new government takes office. Macau's chief executive, Dr Fernando Chui Sai-on, did not disappoint at his inauguration yesterday, pledging policies centred on clean governance and transparency. Such words offer hope after scandals under the previous administration. But hope needs to be fed by action, and the barring of more journalists and political observers from the special administrative region is not an auspicious way to begin.

Two Hong Kong reporters, one on assignment to cover the ceremony, were denied entry by immigration officers on Saturday. They were told they posed a threat to public security - the same unfathomable reason a photographer from this newspaper was in February twice prevented from covering the trial of disgraced former secretary for transport and public works Ao Man-long. More than a dozen pro-democracy activists were also turned back on Saturday. Barring from Macau people anxious to test the openness and transparency Chui spoke of represents not change, but continuation of flawed ways.

The city's Basic Law guarantees freedom of the press and of movement. These are essential if Macau is to grow socially and politically. Chui's promises are hollow without them.

Macau has put much effort into policing the gambling industry to improve its sometimes seedy image. Ao's jailing for corruption illustrates the magnitude of the problem. Journalists have a role to play in bringing to light such issues, and in helping build confidence that the city is serious about tackling the spectre of corruption. Yet the barring of Hong Kong reporters and people eager for the growth of democratic government in China hardens perceptions that authorities have little time for rights and freedoms - all necessary for equitable, peaceful and orderly development.

Chui has promised to usher in a new era for Macau. The preventing of people who can help him bring that about from attending the inauguration of his government augurs poorly. He has to prove he means what he says. Publicly and clearly explaining why the journalists and activists were barred is a sound starting point.

Three more Hong Kong activists were barred from Macau yesterday, where President Hu Jintao lauded the enactment of a controversial national security law and stressed the importance of harmony and stability.

Chui Pak-tai and Richard Tsoi Yiu-cheong, of the Hong Kong Alliance in Support of Patriotic Democratic Movements in China, said they had been roughed up by Macau security officers after arriving at the city's main ferry terminal in the morning and before being turned back to Hong Kong.

At the inauguration of the new Macau government yesterday, Hu said in a speech that the city's smooth passage of the security law, under Article 23 of the Basic Law, demonstrated strong commitment to protecting the national interest.

"The smooth completion of the legislation based on Article 23 of Macau's Basic Law early this year shows that the Macau government, the legislature and people of various sectors have a strong sense of responsibility to uphold national security and interest," he said at the Macau Dome.

Hu also praised Macau for its lack of political disputes. "United, people can move mountains," he said.

The president arrived in Macau on Saturday for a two-day trip to mark the 10th anniversary of the return to Chinese rule.

Yesterday, Hu took the unusual step in his speech of highlighting Hong Kong's role in the practising of the "one country two systems" policy. Some analysts said he was putting pressure on Hong Kong to follow Macau in enacting a national security law.

Hu delivered his speech as the three Hong Kong activists were denied entry, following two journalists and more than a dozen activists from the city who were turned away on Saturday.

Chui and Tsoi arrived at the ferry terminal with three other members from the alliance. They planned to petition the central government to release dissident Liu Xiaobo , who has been detained on the mainland since December last year for charges of inciting subversion.

After presenting their identity documents at the checkpoint, they were told they were not allowed to enter. They said they were detained for an hour. Chui said he was dragged, kicked and pushed to the ground.

"One officer kicked me in my private parts. ... I fell back six or seven feet away," he said. Tsoi, vice-chairman of the alliance, said: "After they attacked us, we requested to complain to their department. They just refused," he said.

The pair took a ferry back to Hong Kong. Their three companions, who were allowed to enter Macau, returned with them because they had planned to act together.

Youth Union chairman Kong Kwai-sang was also turned away by Macau, over security concerns. Kong, who was allowed to enter in October, yesterday planned to go to Macau for private meetings with lecturers from the University of Macau.

Dr Fernando Chui Sai-on, who was sworn in as Macau's new chief executive, said his government respected press freedom and that immigration officers had acted in accordance with the law.

A Hong Kong government spokesman said: "We respect the jurisdiction of other places in exercising immigration control in accordance with their rules and laws. We will not seek to interfere with the decisions of other immigration authorities in individual cases."

During the inauguration ceremony, which was attended by Hong Kong Chief Executive Donald Tsang Yam-kuen, Hu took two minutes of his 18-minute speech to stress the importance of the "one country two systems" policy to Hong Kong and Macau. He said that for the policy to advance, it would need the joint effort of the central government, Hong Kong and Macau.

In a speech in Hong Kong in 2007 to mark the 10th anniversary of the city's handover, the president did not mention Macau.

Democratic Party chairman Albert Ho Chun-yan said: "[Hu's words] are a clear order to the Hong Kong government. That this [legislating for national security] is the standard by which good governance is measured."

Dr James Sung Lap-kung, a political scientist at City University, agreed that Hu's remarks showed Beijing had taken it to heart that Hong Kong had not passed Article 23 legislation.

"But Beijing is well aware of the political situation in Hong Kong. Hu knows well that if he presses Tsang to enact the national security law here, it is asking Tsang to commit political suicide."

Secretary for Constitutional and Mainland Affairs Stephen Lam Sui-lung said the government had no plans to go ahead with national security legislation. He said the Hong Kong government's priority was consultation on the electoral reform proposals.

Executive Council convenor Leung Chun-ying said he did not see Hu's remarks as criticism against Hong Kong, but added that the city should attach importance to what Hu said.

The drafting of a national security law in Hong Kong was shelved in 2003 after half a million people took to the streets in protest against the bill. Critics said it could be abused to curb civil rights and freedoms.

The Hong Kong Foreign Correspondents' Club said the action taken by Macau yesterday was ominous. It said barring the journalists was an attack on press freedom and could damage relations between Hong Kong and Macau.

It said such actions were particularly distressing in the wake of Macau's enactment of national security legislation.

About 1,000 Macau residents staged a protest against corruption, a lack of democracy, excessive labour importation and other social problems.

The protesters, led by democratic legislators Antonio Ng Kuok-cheong, Au Kam-san and Chan Wai-chi, marched from North district to the government headquarters in Nam Van yesterday afternoon.

Uma instituição criada à última hora, no maior segredo, com dinheiros de Macau, para dar emprego e meios financeiros ao último governador e seus antecessores, era mau demais para ser verdade, na perspectiva de quem cá tinha ficado. Mais tarde ainda veio explicar-se que Edmund Ho tinha dado o seu assentimento – e Belém também. Quanto a mim, isso nada mudou de substancial. Em todo o caso, no momento em que a notícia foi conhecida, esses dados não eram sequer conhecidos. Julgo que não terei sido o único na comunidade portuguesa a sentir vontade de desaparecer, especialmente quando o jornal Ou Mun publicou um cartoon com o ex-governador a bordo de uma aeronave, com dois sacos de dinheiro pelas mãos».

10 years after handover, wheel of fortune has turned for Macau

Riding the coattails of the mainland economy, in a matter of 10 years Macau has changed from being a colonial backwater to the world's gambling capital.

Much of that transformation was driven by millions of cashed-up mainland punters swamping the former Portuguese enclave - the only pace in China where casinos are legal.

Debate on whether Macau has changed for better or worse is hotting up as the 10th anniversary of its handover to China nears.

It's easy to find locals savouring their fatter pay packets and admiring the city's glittering skyline, but there are grumbles loud and long about runaway housing prices, traffic jams and corruption.

Like other residents, Lao Kei-ngai, 60, makes much of Macau's breathtaking economic growth, but hates what he says is a backward political system that is a hotbed of graft.

"The economy and social welfare have improved a lot, but the government's thinking lags far behind," he said. "Grey areas exist under outdated laws and a backward political system, leading to a lot of corruption."

The numbers speak for themselves. The city's gross domestic product, constant at 2002 prices, almost tripled over the decade, from 45.8 billion patacas in 1999 to 133.8 billion patacas in the 12 months to the third quarter of this year.

A four-year streak of real GDP decline was snapped in 2000 - a year after the city reverted to Chinese rule. Per capita GDP at current prices increased from 110,637 patacas in 1999 to 315,825 patacas last year.

Professor Zeng Zhonglu, an economist and gaming analyst at Macau Polytechnic Institute, said the casino hub's growth was unprecedented. "Las Vegas and Atlantic City are no match for Macau when it comes to the speed and duration of growth."

Behind such growth was the mushrooming of casinos, built amid an influx of mainland punters following the liberalisation of the gaming market in 2002. The 2004 launch of Sands Macau, the first Las Vegas-style casino, effectively ended a four-decade monopoly by Stanley Ho Hung-sun, heralding a sea change.

Gaming tax revenue was only 4.8 billion patacas and made up just 48.4 per cent of public revenue in 1999, but this had jumped to 41.9 billion patacas last year, or 72.7 per cent of public revenue, according to the Macau Statistics and Census Service.

The gaming market's liberalisation alone would not have brought about the breakneck growth, which analysts said was more by accident than design.

To revive Hong Kong's economy after the outbreak of severe acute respiratory syndrome in 2003, the central government relaxed travel curbs for millions of mainlanders. Macau, the other special administrative region, was also allowed to benefit from the Individual Visit Scheme, which allows mainlanders to visit the cities without joining a tour group.

The number of gaming tables ballooned from 424 at the end of 2003 to 4,610 in the third quarter this year, while the number of slot machines jumped from 814 to 14,175.

Over the same period, the number of casinos increased from 11 to 20.

Gross gaming revenue was only 23.5 billion patacas in 2002, but it rose to 109.8 billion patacas last year and 83.9 billion patacas in the first three quarters of this year. Zeng ascribes much of Macau's success to its unique status as China's only place where casinos are legal. "Demand for gambling is huge on the mainland. With a well-regulated gaming industry, Macau has a clear edge over foreign casinos near China's border."

Visitor arrivals, including tourists and non-resident workers, surged to 30.2 million last year from just 7.4 million in 1999. Mainlanders account for more than 50 per cent of arrivals.

The rapid expansion of the gaming industry put a squeeze on traditional sectors such as manufacturing, which struggled against rising costs and a labour shortage. Manufacturing contributed 9.4 per cent of GDP in 1999 but only 2.8 per cent last year.

This over-reliance on gambling alerted the central government, with state officials repeatedly calling for the city to diversify its economy.

Median monthly income nearly doubled over the 10 years, from 4,819 patacas in the fourth quarter of 1999 to 8,500 patacas in the third quarter of this year, but such an increase lags behind the threefold per capita GDP growth. The jobless rate dropped from 6.3 per cent in 1999 to 3.7 per cent in the third quarter this year.

Macau observer Dr Camoes Tam Chi-keung said economic progress over the past 10 years was greater than that over the 150 years to 1999.

"Besides air pollution, traffic jams and expensive houses, Macau people are finding their lives better in most aspects," Tam said.

Changes in the city's Gini coefficient - which gauges the gap between rich and poor - and life expectancy suggest an improvement in living standards. The Gini coefficient rose from 0.43 in 1999 to 0.48 in 2006 before dropping sharply to 0.37 last year. A lower reading suggests a smaller wealth gap.

Life expectancy increased from 77.9 in 1999 to 81.5 in 2006.

But Tam said there had been little change in the political system. "Political development really disappoints, with the electoral system stuck in the 1970s - unchanged for 30 years."

Only 12 out of 29 seats in the legislature are directly elected by residents. Seven seats are appointed by the chief executive and the other 10 are returned through functional constituencies.

In 2005, the number of directly elected seats increased from 10 to 12. The chief executive is elected by 300 privileged voters.

Rising living costs, especially flat prices, became a major source of public discontent and fuelled large protests in the past few years. The average price per square foot soared from about 500 patacas in 1999 to 2,500 patacas last year.

An influx of non-resident workers also angered locals, whose wages were dragged down by the availability of cheap mainland labour.

There were 75,944 non-resident workers in October this year, compared with 31,887 in January 2000.

Traffic jams are another source of public discontent. The number of licensed vehicles jumped 64.7 per cent, from 113,814 in January 2000 to 187,463 in October this year.

But the length of public roads grew only 13.7 per cent, from 270 kilometres to 307 kilometres.

Continuous reclamation saw the land area of Macau rising from 23.8 sq km in 1999 to 29.2 sq km last year.

The city's population increased from 430,000 at the end of 1999 to 541,200 in the third quarter this year.

After the handover, the mainland authorities cracked down hard on organised crime; as a result, the gun battles and turf wars rampant in the late 1990s quickly disappeared.

Still, casino-related petty crimes picked up after the liberalisation of the market, with criminal cases rising from 9,262 in 1999 to 13,864 last year.

A survey on cyberctm.com, Macau's most popular internet forum, asks people whether they like the present government or the pre-handover Portuguese government.

Among 161 people who had voted by Tuesday, 62.7 per cent said they liked the Portuguese government, 2.5 per cent said they liked the present government and the rest said they were equally bad.

Following Portugal's Carnation Revolution of 1974, the new socialist government in Lisbon offered to return Macau to China but the offer was turned down. China knew that, if it took back Macau, there would be alarm in Hong Kong. The fates of Macau and Hong Kong were, and still are, very closely connected. In the end, China did not take Macau back until after the handover of Hong Kong from Britain.

Both Hong Kong and Macau were provided with a Basic Law by the National People's Congress. These mini-constitutions are largely similar, but with some significant differences. Each, for example, contains an Article 23 obliging the local government to enact laws prohibiting treason, secession, sedition and subversion against the central government.

With the 10th anniversary of the establishment of the Macau Special Administrative Region approaching on Sunday, a symposium was held in Beijing a week ago to mark the coming into effect of Macau's Basic Law.

Wu Bangguo, the NPC chairman, had words of praise for Macau that, to many, seemed like veiled criticism of Hong Kong. For one thing, he praised Macau's people because they "did not politicise conflicts and problems" and had properly handled relations between Macau and Beijing.

He also praised the patriotism of Macau's people and said they agreed that "Macau affairs are China's internal affairs" and they "resolutely oppose and resist interference by external forces". Furthermore, he said that the promulgation of Macau's state security law, in line with Article 23, had further strengthened local people's concept of nationhood.

He did not have to mention that Hong Kong has still not implemented Article 23 legislation after the fiasco in 2003, when half a million people marched to oppose the proposal.

No doubt, in Beijing's mind, many people in Hong Kong have not properly handled relations with the central government and so are not even allowed to travel to the mainland. They have also invited "interference by external forces" and politicised "conflicts and problems".

Of course, Chinese officials denied that the words were directed at Hong Kong. Li Gang, a deputy director of the central government's liaison office in Hong Kong, rejected the idea that Wu's remarks were actually criticism of Hong Kong.

Nonetheless, many Hong Kong politicians - and, no doubt, government officials - are interpreting Wu's remarks as pressure on the former British colony to implement Article 23. If this does not happen in the remaining years of Chief Executive Donald Tsang Yam-kuen's term, no doubt the next chief executive will see it as one of his primary missions.

There are other striking differences between the Macau Basic Law and that of Hong Kong. For one thing, while Hong Kong's legislature is technically fully elected, albeit in various ways, Macau's has appointed members. The Macau Basic Law, speaking of the legislature, says simply: "The majority of its members shall be elected."

Unlike the Hong Kong Basic Law, which says the ultimate goal is the election of both the chief executive and all legislators by universal suffrage, the Macau Basic Law is silent on that point. Since China had two more years to ponder the provisions in the Macau Basic Law, it seems likely that they more accurately reflect Beijing's preferences.

The British lobbied hard for an elected legislature to be put first in the Joint Declaration, and then implemented in the Basic Law. The Portuguese, it seems, did not consider it important. The result is that Macau's much tamer population, which can probably be counted on to return chief executives and legislators acceptable to Beijing, have been denied such a right. Ironically, Hong Kong's much more assertive population is demanding such a right, and Beijing clearly does not feel comfortable about granting it.

Tradição e modernidade

Apesar de ter já perdido a conta ao número de vezes que estive em Banguecoque, a mistura que ali se verifica entre tradição e modernidade nunca pára de me despertar a atenção. Lado a lado, encontram-se, com a maior das facilidades, os edifícios mais modernos e pequenos oratórios a céu aberto, onde a população continua a prestar culto às divindades por entre o barulho e a poluição do interminável trânsito.

Os contrastes arquitectónicos também ficam claros em imagens como esta abaixo, onde um santuário surge quase emparedado pela descomunal volumetria dos complexos Siam Paragon e Central World.

A imagem do monarca, símbolo e garante da unidade nacional, também é omnipresente, seja nas ruas da cidade ou até no interior dos centros comerciais. Sinceramente, dispensava era aquele vídeo a idolatrá-lo antes do início das sessões de cinema (a que temos que assistir de pé - e já houve turistas condenados a pena de prisão por não o fazerem). Cada coisa no seu lugar...

Para quem gosta da melhor seda tailandesa, é obrigatória uma visita ao armazém Jim Thompson, no início da Thanon Surawong (perto da famosa Phat Pong). Só não é muito bom para a carteira...

Natal em Banguecoque

Regressado a Macau após uma ausência de três semanas, é com pena que acabo de constatar que o vetusto Fórum Macau deixou de estar disponível online. Há muito que já não apresentava qualquer actividade, é certo, mas continuava a disponibilizar um importante acervo de documentos publicados na imprensa local e de Portugal nos meses que se seguiram ao handover do território.

Dada esta perda e considerando o rápido aproximar do décimo aniversário da criação da RAEM, tentarei colocar alguns desses documentos (e outros...) n'O Protesto, até para que a evocação da efeméride por certos responsáveis de outrora não constitua mais um exercício de branqueamento despudorado dos erros e abusos cometidos, como algumas declarações surgidas na imprensa de hoje parecem começar já a indiciar...

I'm a Hongkonger - get me out of here

Hong Kong, Iraq and Sri Lanka wouldn't appear to have much in common. Ethnic conflict, suicide bombings and rampant corruption are not the city's hallmarks.

But if an international poll is to be believed, the citizens of all three share the same desire to get the hell out and find somewhere more liveable. And the survey is comprehensive: US consultancy Gallup surveyed 260,000 adults in 135 countries.

Gallop compiled the results to produce a "potential net migration index", which shows the difference between the number of people who would like to leave a country - or, in the case of Hong Kong and some others, a city - and the number who would love to move there. A country's score is recorded as a percentage of its total adult population.

With a score of minus 15 per cent, Hong Kong ranks 65th, on a par with Mexico, Iraq and Sri Lanka. Since people can hardly be queuing to migrate to any of those countries for a new life, they owe their scores to the number of citizens rushing for the exits. And so it is with Hong Kong, if Gallup is right: a million more people, a seventh of the population, want to leave the city than move to it.

Perhaps more galling to Hong Kong boosters, Singapore topped the charts with a score of plus 260 per cent.

The second most attractive country was Saudi Arabia (perhaps explained by the fact polling in the Gulf states was confined to resident and expatriate Arabs), followed, less surprisingly, by New Zealand, Canada and Australia. Mainland China came in 41st, on minus five per cent.

Immigration consultant Benny Cheung Kai-hei said his firm handled more applications from Hongkongers wanting to migrate than from people wanting to come to the city.

He said many Hongkongers were on the lookout for a better environment for their children, as they found the city's welfare and education systems unfavourable. "It is also overpopulated, with heavy traffic congestion and serious air pollution," said Cheung, director of Goldmax International.

Immigration consultant Richard Aziz Butt said the government was not doing enough to attract expatriates to settle in Hong Kong.

Butt said the Capital Investment Entrant Scheme, which requires an entrant to invest HK$6.5 million in property or stocks, was not applicable to potential migrants who just wanted to come to set up a small business.

Many clients told him that people in Hong Kong "made too many complaints", he said. "They protest over very small matters - even lawmakers are quarrelling with each other - and racial discrimination is widespread."

Butt said many members of ethnic minorities were leaving the city; he says he has helped about 300 families move elsewhere in the past couple of years.

Eddie Kwan King-hung, of EK Immigration Consultant Ltd, is a bit more sceptical.

"The survey might have overlooked the fact there is a quota of 150 mainland Chinese who are allowed to move to Hong Kong [each day]," Kwan said.

He said the city was a popular destination for many mainland Chinese, who applied to become Hong Kong residents through the Quality Migrant Admission Scheme and the capital investment entrant scheme.

"Compare this to the number of Hong Kong people migrating overseas, which has dropped to less than 11,000 a year from the peak of 90,000 in the 1990s," Kwan said.

In Causeway Bay yesterday, born-and-bred Hongkonger Mr Pang said he had absolutely no intention of leaving the city because his lifestyle was better in Hong Kong, with its reasonable prices.

Besides, he said, he didn't have the money to move elsewhere, given that many countries required considerable wealth to achieve the same lifestyle as he enjoys now.

Robert Raufer, a visitor from the US, said if he were to move to Hong Kong, he would consider factors such as air quality, lifestyle and health issues.

"Hong Kong should do more about air pollution," he said.

As prisões negras da China

Não são assassinos, não infringem a lei. No entanto, as autoridades não os querem na rua. Os peticionários chineses cumprem uma tradição milenar de sair das suas terras para procurar justiça em Pequim, ou noutras grandes cidades. O que encontram está mais perto do inferno, segundo a descrição de um relatório que hoje é publicado pela Human Rights Watch.

Chamam-lhe as “prisões negras”. Não são as tradicionais cadeias, com polícias à porta, mas geralmente, hotéis estatais, lares ou hospitais psiquiátricos. Sequestram as pessoas na rua, colocam-nas em carros, e fecham-nas durante dias ou meses. Uma vez detidas, são espancadas, violadas, ameaçadas, roubadas.

“Todos os dias, só me deixavam dormir três horas e acordavam-me a qualquer momento para que eu não pudesse fugir. Eu estava sempre com fome, mas não conseguia comida suficiente. A segunda vez que fui detido, por 37 dias, perdi 20 quilos”. A Human Rights Watch (HRW) fez esta entrevista a um antigo detido, mas como nos outros casos, deixou secreta a sua identificação. Nada garante que este ex-preso, como todos os outros, não volte a estar na mira dos guardas.

“Sabemos há algum tempo, pelo menos desde 2003, que a China tem uma história desonrosa de prisões à margem da lei”, comentou por telefone ao PÚBLICO a investigadora da HRW Sophie Richardson, a partir de Hong Kong.

É impossível saber quantos estão presos, porque oficialmente não foram detidos. Tudo se passa à margem do sistema judicial, tão à margem que as autoridades governamentais negam que essa realidade exista. “O Governo chinês repudiou publicamente um sistema que permitia à polícia deter migrantes sem qualquer base legal”, continua Sophie Richardson, mas sabe e fecha os olhos às “prisões negras”.

No relatório de 53 páginas, intitulado “Via para o Inferno”, a HRW explica que os detidos são peticionários, a maioria proveniente das zonas rurais, que vão para Pequim ou outras capitais de província à procura de resposta das autoridades aos abusos de que se sentem alvo – desde confiscação de terras, à corrupção governamental. Os responsáveis locais procuram com as “prisões negras” impedir que as suas queixas se façam ouvir, para que não tenham de responder às sanções burocráticas que são impostas quando existe um grande número de petições.

“A grande maioria dos detidos são peticionários, mas também não excluímos a hipótese de que possa haver pessoas que não agradam ao Governo”, como dissidentes políticos, adianta Richardson. Da mesma forma, os casos estudados foram de pessoas presas durante dias ou meses, mas isso não quer dizer que alguns passem anos detidos nas “prisões negras”.

“Fizemos 40 entrevistas, todos tinham sido detidos sem que lhes dissessem quanto tempo iam estar presos, e todos sem saberem qual era a acusação. Alguns foram sequestrados na rua”, continua a investigadora.

“São desumanos”, relatou uma entrevistada da província de Jiangsu, que passou um mês presa. “Duas pessoas puxaram-me pelo cabelo e puseram-me num carro. Amarram-me as mãos e eu não conseguia mexer-me. Depois, puseram-me dentro de um quarto onde estavam duas mulheres que me despiram e me bateram na cabeça e deram pontapés”.

Há informações de que entre os detidos há menores de 18 anos, incluindo uma rapariga de 15 que foi raptada em Pequim, onde se preparava para apresentar uma petição por causa do pai, que fora fechado num lar da província de Gansu durante mais de dois meses, onde foi espancado.

“O Governo deveria tomar acções céleres para encerrar estas instalações, investigar os que as gerem e dar assistência aos que foram vítimas de abusos nelas”, lê-se no relatório.

Beijing official plays down 'jibe'

A top Beijing official in Hong Kong yesterday tried to play down comments by a colleague in the capital that were seen as criticising the lack of co-operation between Hong Kong's government and judiciary.

Li Gang, deputy director of the central government's liaison office, said Hong Kong should not try to learn from Macau if the majority of the public did not want it.

On Tuesday, Zhang Xiaoming, deputy director of the State Council's Hong Kong and Macau Affairs Office, praised the Macau judiciary for co-operating with the Macau government and legislature, saying it was "constructive" for society, in contrast to Hong Kong.

Zhang, who was speaking in Beijing ahead of the 10th anniversary of Macau's handover in 1999, also praised Macau for "never blindly following others" and for its "resolve in opposing foreign interference".

When asked whether Zhang was hinting courts in Hong Kong should be more pro-government - concerns voiced by pan-democrats, who pointed out Hong Kong's tradition of judicial independence - Li said Zhang was only referring to Macau.

"He did not say Hong Kong should learn from Macau," Li said. "I believe if the vast majority of the public believe Hong Kong should learn from Macau's success it should be done. But if the majority do not like it, then it should not be done."

Last year, a similar row erupted when Vice-President Xi Jinping called for "mutual understanding and support" among the executive, the legislature and the judiciary in Hong Kong during a visit, resulting in questions about judicial independence. The Bar Association said judicial independence was a matter of fundamental importance to Hong Kong, and was protected by the Basic Law.

"The judiciary is not and should not be seen as a part of the governance team of Hong Kong," it said. "The judiciary plays the indispensable role of providing the necessary check and control over abuse, illegal or excessive use of executive and legislative power."

Civic Party legislator Ronny Tong Ka-wah, a former Bar Association chairman, said: "Macau is a very bad example. Not only should we not copy Macau, but we should be avoiding copying Macau as much as possible ... do you want to see your chief executive returned automatically without competition?"

Legal-sector lawmaker Margaret Ng Ngoi-yee, also from the Civic Party, said she was surprised by Zhang's "Opium War mentality" and paranoia about foreign forces interfering in local affairs.

Como habitualmente, Macau fez-se representar nos trabalhos do Conselho de Administração da União Postal Universal (UPU), e reuniões paralelas, que estão a decorrer nesta altura em Berna, capital da Suíça. A delegação do território é encabeçada pelo director dos Correios de Macau, eng.º Roldão Lopes, e inclui ainda Gregory Sun e eu próprio (foto abaixo).

A principal aposta dos Correios de Macau nestas sessões continua a ser tentar impulsionar o desenvolvimento dos chamados Serviços Electrónicos Postais Seguros (SePS); concretamente, o EPCM e o PReM (na tradução portuguesa, Carimbo Postal Electrónico Certificado e Correio Electrónico Registado Postal).

Nesse sentido, fiz uma apresentação sobre possíveis alterações a diversas normas da Convenção e dos regulamentos da UPU no encontro do Grupo de Serviços Electrónicos do Comité de Padrões e Tecnologia do Conselho de Operações Postais da UPU, no seguimento de outra que já fizera na anterior reunião do mesmo grupo, em Maio passado.

Com o mesmo espírito, a delegação de Macau fez outras duas apresentações durante os trabalhos do Grupo de Utilizadores de Serviços Electrónicos Avançados da Cooperativa Telemática da UPU. A parte jurídica das apresentações esteve a meu cargo e a parte técnica a cargo do meu colega Gregory Sun, vice-coordenador deste grupo.

Nova ofensiva contra os piratas de Macau

Leio no Ponto Final de ontem que a TV Cabo Macau desencadeou uma nova ofensiva contra os piratas (vulgo, anteneiros) que distribuem ilegalmente sinais de televisão nos lares e estabelecimentos comerciais do território: cansada da inércia das autoridades (nomeadamente, da DSRT), a concessionária foi para tribunal, interpondo uma providência cautelar contra três anteneiros. Para isso, contou com os depoimentos de representantes da ESPN/Star Sports e da Cable and Satellite Broadcasting Association of Asia.

Embora tendo bastas razões de queixa contra a (fraca) qualidade do serviço disponibilizado pela TV Cabo, só lhe posso desejar as maiores felicidades nesta batalha judicial. É que o que se passa entre nós em matéria de pirataria televisiva é uma completa vergonha. Os anteneiros - que, em alguns casos, estão ligados a interesses na área da construção e gestão imobiliária - chegam a vedar o acesso dos técnicos da TV Cabo aos prédios, para que estes não consigam servir novos clientes. Ou, então, deixam-nos entrar e instalar os seus equipamentos, e depois cortam-lhes os cabos ou desligam a electricidade...

Como recorda a peça do Ponto Final, as autoridades locais pareceram ganhar coragem há alguns anos, anunciando que iam começar a exigir o licenciamento dos anteneiros e o cancelamento da distribuição de canais com equipamentos contrafeitos, que permitem descodificar os sinais televisivos fechados sem qualquer assinatura.

Os piratas reagiram com uma impensável posição de força contra a Administração: simplesmente, desligaram os equipamentos instalados em milhares de prédios do território, vedando o acesso dos seus residentes a todo e qualquer sinal televisivo, incluindo os dos canais abertos (como a TDM, a TVB e a ATV).

Alguém os processou então? A polícia interveio para repor a ordem (sim, aquilo era um caso de polícia, por razões que já esmiucei em outros momentos)? Não, nadinha! O Governo encolheu-se e a vergonha continuou...

Quem deve estar a rir-se de tudo isto é a Portugal Telecom: quando era a accionista maioritária da TV Cabo, deparou-se com a constante má vontade do regulador local, que via esta concessão com um dos últimos favores das autoridades portuguesas às suas cores antes da transferência de soberania (e não deixava de ter "alguma" razão...); mas, agora que a titularidade da concessionária mudou para mãos locais, os problemas de que a PT tantou se queixava mantêm-se e o novo proprietário da empresa está a ficar desesperado. Afinal, isto não era uma questão de a TV Cabo ser portuguesa ou não...

O problema, o verdadeiro problema, é a forma como a lei é encarada por muita gente em Macau, incluindo quem manda: só é para cumprir quando dá jeito ou não dá trabalho...

Singapore casinos to raise the stakes
Big-budget resorts bet on 'wow' factors such as theme parks to lure punters from Macau

Macau may be Asia's Las Vegas, but Singapore is lifting the ante in a matter of months with the opening of two of the most expensive casino resorts in the world.

The final budget has not yet been set for Las Vegas Sands Corp's 2,500-room Marina Bay Sands, due to begin opening in phases from early next year. But at about US$6 billion, the latest cost estimates make it more than twice as expensive to build as the company's 3,000-room Venetian Macao and five times as much as rival Wynn Macau.

Trailing not far behind by project cost is the 59-hectare Resorts World theme park resort on Sentosa Island being built by Malaysia's Genting Group, the second half of the rising Singaporean duopoly.

Genting's resort will cost an estimated US$4.7 billion at current exchange rates - still almost double the cost of the Venetian Macao, the world's largest casino.

However, in addition to hefty project budgets, which are being financed largely by loans from Singaporean banks, a number of challenging regulatory and strategic questions remain over exactly how the city state's twin casinos will stack up against Macau and other destinations in competing for Asia's gambling dollars.

Both the city state's casino developers are betting big that "wow" factors such as a 200-metre-high "skypark" or a 24-ride Universal Studios theme park will lure punters, business travellers and holidaymakers from across Asia to their Singapore resorts.

"It's going to be a destination by itself," says Marina Bay Sands' executive vice-president of operations Ronen Nissenbaum. "People will come to Singapore to be at this site and say: 'I've been there, I've done that, I've got the T-shirt'."

The three 55-storey towers of Marina Bay Sands have already topped off and construction workers last week were busy installing a labyrinth of ventilation ducts. The resort plans to go from 350 staff to 10,000 as it opens in phases from early next year.

The roof of the towering project will feature a "skypark" that is longer than the Eiffel Tower is tall and includes a huge swimming pool, viewing platform and a number of bars and restaurants.

Also on offer will be six celebrity chef restaurants, more than 300 retail shops including a "Louis Vuitton Island" accessed by underwater tunnel, a convention centre and two theatres that will open with Disney's Lion King stage musical as one of the resident shows.

The casino at the resort will span 15,000 square metres of gaming space over four floors, including two floors dedicated to VIP gaming. The property will employ 4,500 casino-focused staff, according to executives.

The hotel will feature just under 2,500 standard rooms and, for the ultra-big spenders, 230 suites that range from two to 10 rooms and cover 743 square metres. "Our rates are going to be the highest in the market," Nissenbaum said.

Genting's Sentosa project is set to open early next year with the Universal theme park and rides such as duelling roller coasters, a Jurassic Park-themed water ride and a Shrek-themed fantasy land. It will also launch with the casino, a theatre, restaurants and four of six hotels that will total 1,800 rooms.

"There will be gaming, definitely. But in terms of positioning, we see that we are going to be different from Macau," said Edward Koh Boon Wee, the Singapore Tourism Board's chief representative and regional director for Greater China. "Singapore has always been perceived as a very family-friendly destination and we want to continue with that image."

In terms of pure casino economics, Singapore should be extremely competitive in luring high rollers, which account for about 65 per cent of all casino winnings in Macau.

The effective tax rate on VIP gaming revenue in Singapore is 12 per cent, compared with 39 per cent in Macau. This means casinos in Singapore are free to pay out higher levels of rebates to high-stakes players, a common practice in the industry.

Likewise, casinos will be able to pay higher commissions to VIP junket agents, the marketing middlemen that in Macau and other Asian gaming jurisdictions function as bankers to high rollers.

Junkets bring high-stakes players to casinos, issue them credit for gambling and collect their debts - often through extrajudicial means in places such as China, where gaming debt is not enforceable through the courts.

However, many of the VIP junket agents that operate in Macau may not be licensable in Singapore because of "suitability" requirements, which are expected to be enforced stringently. While both casinos say they plan to open around the first quarter of next year, Singapore has yet to publish detailed regulations on junkets or to begin the licensing process.

"We have reasons to believe that very few, if any, junket reps, particularly of the Macau style, will be allowed or will want to be licensed in Singapore," Las Vegas Sands chairman and majority shareholder Sheldon Adelson said last week on an investors' conference call.

As a result, Marina Bay Sands plans to partially cut out the junket middlemen and will issue credit and rebates directly to players. "We are gearing up for very strong direct credit and direct play," Adelson said.

Perhaps more important will be the mass market, or non-high rollers: the businessmen, tourists, shoppers and local punters who are expected to fill hotel rooms, shopping centres and theme parks and account for most of non-credit casino play.

But Singaporean locals will face an entry fee of S$100 (HK$555) for a single visit to the casino. Problem gamblers will be able to voluntarily add themselves to a list of people excluded from entering the casinos, as in some Western jurisdictions (but not in Macau). But Singapore has taken this concept a step further - allowing concerned family members to add gamblers to the blacklist.

"There's no doubt that an entry fee is a certain barrier; the question is whether it is one that can be easily overcome or not," Nissenbaum said.

"You have to start from a pretence that Singapore did not decide to open these two resorts to make them unsuccessful."

Indeed, when it comes to luring mass-market tourists from the mainland and Hong Kong, Singapore hopes to compete against Macau by selectively targeting bigger spenders.

"Macau and Hong Kong attract more than a million mainland visitors every month and we only attract a million mainland visitors a year," said Koh of the tourism board, which oversaw the casino resort tendering process. "We are reaching out very carefully to the higher-yield markets of the mainland."

And what if Beijing chooses to restrict visas on mainlanders travelling to Singapore? The central government has done as much in regard to Macau since last year in an attempt to control runaway expansion of gambling among mainlanders.

"If the central government felt that there was a threat to [Macau's] gaming revenue or its position as a destination resort, they could change the visa programme for Singapore in 10 seconds," Wynn Resorts chairman Steve Wynn said last week on a conference call.

"Singapore can be very successful in its own right," said Wynn, who withdrew from bidding for a Singapore gaming licence in 2006 and last month listed his Macau business on the Hong Kong stock market. "But it being a threat to Macau is not a thing that we're worried about," he said.

Arnold Schwarzenegger, governador do estado da Califórnia, costuma anexar notas pessoais às suas decisões de veto de determinado projecto. Recentemente, num despacho enviado a um membro democrata da assembleia estatal que o tinha criticado no início deste mês, Schwarzenegger ocultou na sua mensagem - aparentemente normal - a expressão “fuck you”.

O destinatário da mensagem era Tom Ammiano, autor de um proposta de lei sobre o Porto de São Francisco, que no início do mês de Outubro criticou Schwarzenegger, tendo-lhe inclusivamente dito que “lhe beijasse o seu rabo gay” (kiss my gay ass).

Dias depois, a resposta de Schwarzenegger, apesar de mais críptica, foi sucinta: juntando as sete primeiras letras do corpo da mensagem que o governador endereçou a Ammiano rejeitando a sua proposta, forma-se, na vertical, a palavra “Fuck You”.

O porta-voz do governador, Aaron McLear, apressou-se a dizer que se tratou de uma “coincidência estranha” e que quando um gabinete emite tantos vetos por ano, é natural que isso aconteça. O porta-voz de Schwarzenegger chegou a adiantar que, no passado, já se formaram palavras como “sabonete”, “poeta” e “orelha”.

Porém, o jornal “Independent” deu-se ao trabalho de fazer as contas e chegou à conclusão que as hipóteses matemáticas de uma “coincidência” destas acontecer é de oito mil milhões para uma.

Businessman loses nearly HK$2.5m as bank refuses to stop fraudulent payment

A Hong Kong businessman who lost nearly HK$2.5 million because of a fraudulent transaction in Macau has complained that his bank on the mainland failed to stop the payment.

Marcus Wong Chi-ming yesterday said he received a mobile phone text message from the Bank of Communications' Shenzhen branch about an overseas transaction of more than 2.19 million yuan (HK$2.49 million) made with his China UnionPay debit card at 4.44am on October 14.

The 39-year-old trading company owner - who said he was in Hong Kong when the transaction was made - discovered the message when he woke up around 8am. He had only about HK$14,000 left in his account.

He immediately called and travelled to Shenzhen to request the bank stop the payment, but the bank asked him to contact police instead.

"Although at that time the bank had debited the amount from my debit card, it had not transferred the money to [the bank card network operator] China UnionPay yet," Wong said. "It should have frozen the transaction."

It usually took more than 24 hours for the bank to transfer the money to China UnionPay and then to the retailer for transactions made outside the mainland, he said.

He usually received a mobile phone text message within a minute after purchasing items with his debit card, he said. But after this incident, he questioned the purpose of the service because the bank would not stop a fraudulent transaction anyway.

He reported the case to Shenzhen police, and the bank told him the next day that the money had gone to a jewellery shop in Macau but that China UnionPay would only be able to provide more details, such us the name of the shop, in about 30 days.

It would take another 180 days or more for the card operator to investigate what went wrong.

"I was very shocked because apart from the fact that the purchase was made at 4.44am, it is very strange that the transaction was made in one go. It should be very difficult to transfer more than two million yuan away from the mainland," Wong said.

Police told him that he was not the only victim and there were other cases in which transactions were made to the US and Russia. Wong said he had a similar experience before, with a card issued by a Hong Kong bank, but the fraudulent transaction was terminated successfully.

Legislator Paul Tse Wai-chun, who is helping Wong get his money back, said he would contact the bank and Shenzhen police. He would also liaise with the mainland and local authorities to see if there was any loophole in the system.

"We want to bring to the public's notice that it seems impossible to stop a fraudulent transaction [when using cards issued by mainland banks]," Tse warned.

China UnionPay and Bank of Communications could not be reached for comment yesterday.

Zhou extradition raises disturbing questions

At the press conference following the policy address, Chief Executive Donald Tsang Yam-kuen was asked: "Did the Hong Kong government return Zhou Yongjun, a student leader from Tiananmen, to mainland authorities rather than send him back to Macau, as his family alleged a few days ago?"

The chief executive responded that Hong Kong, "like every other government," is unable to comment on individual immigration cases. "Anyone who travels with a false document will be treated accordingly. He'll be sent back to wherever is appropriate. That is established policy."

Actually, that isn't quite the case. Three days previously, in response to media enquiries concerning this case, the government issued a statement that said in part: "In general, a passenger whose travel document does not meet the entry requirements will be repatriated to his or her place of embarkation or origin."

So, following established policy, Zhou should have been sent back to Macau. After all, he had arrived from Macau bearing a Malaysian passport in the name Wang Xingxiang. Hong Kong authorities suspected, correctly it turned out, that there was a problem with his passport. But, instead of sending him back to Macau, he was sent to Shenzhen. Why?

Democratic Party Chairman Albert Ho Chun-yan, who is Zhou's legal representative, is threatening to sue the government. He called the case, which has been widely publicised internationally, the biggest challenge to the "one country, two systems" policy. It is certainly giving Hong Kong a bad name.

Many have asked why Zhou, who has an American green card, was not sent back to the US.

But, it appears, the Hong Kong authorities may not have known that Zhou was a green card holder. In fact, they may not have known the Tiananmen connection. Still, why send him to Shenzhen?

It turns out that the mainland public security authorities had been looking for a Wang Xingxiang. The Chinese security authorities had issued a warrant on July 25, 2000, for the arrest of Zhang Hongbao, who the police said had assumed the name Wang Xingxiang.

Zhang was the founder of the Zhong Gong qigong organisation, which at one time had more followers than Falun Gong. The organisation operated businesses and held vast assets. But both Falun Gong and Zhong Gong were banned in 1999. Zhang fled to the US where, in addition to being a spiritual leader, he called himself president of China's "shadow government". He was killed in a car crash in 2006, and reportedly left substantial assets under different names in various countries.

Zhou had worked for Zhang. After Zhang's death, Zhong Gong held a press conference, which was chaired by Zhou. Since then, there have been reports of disputes over Zhang's assets, including a Hang Seng Bank account with more than HK$13 million.

The indictment against Zhou in Sichuan accuses him of having sent a letter to Hang Seng Bank requesting the transfer of HK$4 million held in the name Wang Xingxiang.

It seems likely that the Hong Kong police knew that mainland authorities were looking for a Wang Xingxiang who was wanted for criminal, not political, offences.

Still, there is no rendition, or extradition, agreement between Hong Kong and the mainland. In this case, when a person arrived in Hong Kong holding a questionable passport, the proper thing to do, as the government has said repeatedly, was to return him to where he had come from.

The alternative was to arrest Zhou, or Wang, and bring him to trial in Hong Kong. There is no legitimate reason to have him sent to the mainland. Even if the name Wang Xingxiang had been on an Interpol warrant, the usual procedure would be to put him under arrest here, with a view to extradition to the country sought him. He would not have been extraditable to the mainland.

Hong Kong violated its own established policy. The question is why?

"Chief executive" is the latest phrase to fall foul of censors overseeing Macau's most popular Net forum.

The Chinese for "chief executive", the title of Macau's most important politician, has joined phrases such as "gang leader" in being screened out by cyberctm.com.

Messages containing the words were automatically modified last week, although the ban was lifted after the Sunday Morning Post asked forum operator Companhia de Telecomunicacoes de Macau (CTM), a public utility and the provider of Macau's internet services, to explain why the phrase was being censored.

But the Chinese for "gang leader" remains banned. For example, a message reading "Are there gang leaders in Macau?" would be modified to say, "Are there in Macau?"

Political commentator Professor Larry So Man-yum, of Macau Polytechnic Institute, said CTM had a responsibility to uphold freedom of speech since it was a public utility.

"It is irresponsible to ban words that may be unpleasant to the ears of the government," he said.

A CTM spokeswoman said the company's technicians had tested the forum and found the phrase "chief executive" was being displayed correctly. The company was aware that some users had posted online messages saying the phrase was banned. But other users, she said, had been able to write the phrase in posts.

The forum began screening out "gang leader" and "shameless Ho" last year, after critics used them to describe outgoing Macau Chief Executive Edmund Ho Hau-wah. Internet users said the ban on using "chief executive" was enforced after the publication of messages criticising the conduct of July's election for the post.

Dr Fernando Chui Sai-on was the only candidate put forward to the circle of 300 voters eligible to take part in the poll. Cyberctm.com users voiced strong opposition to Chui.

Latest Microsoft offering takes queuing tekkies to 'seven' heaven

Hong Kong's love of overnight queuing has reached new heights, with hundreds joining lines for an offering even after it had run out at 8pm on Friday.

Microsoft began selling its new Windows 7 computer operating system in the city yesterday, and offered the first 400 copies of its "Ultimate" version for HK$377 - a saving of HK$2,322 - in a first-come, first-served charity sale.

The offer opened at 7pm on Friday and the software giant took down the names, ID numbers and phone numbers of the first 400 people in line within an hour.

But they had to remain in the queue until the product went on sale at 11am yesterday. That led to more people joining the queue at the Times Square shopping mall in Causeway Bay. It eventually extended for 800 metres.

About 1,000 tech fans, mostly male, joined the queue for a 32-bit version of the software, featuring different packaging from the retail edition.

The first in line, Rayman Chan, 25, from Tuen Mun, also received a free copy autographed by Microsoft chief executive Steve Ballmer.

Chan said he had been queuing for 26 hours, since Friday morning.

"I am happy to be the first," he said. "The price is cheaper and I can buy one, get one free. The signature is also valuable. I will keep it."

Chan is a regular queuer, having lined up for limited-edition Olympic banknotes and computer products.

He said he had earned about HK$60,000 by reselling banknotes, but technology products were not so easy to part with because they were an obsession.

"I have queued for limited versions of computer products overnight at least 10 times," he said. "I just like them."

Many of those in the lineup said they were disappointed. Some complained that the sale had been poorly organised.

Second in line was photographer Sit Kam-man, who said he had not intended to queue overnight. "I've already got an allotment so I don't know why I still have to queue up," he said, calling the queuing rules unreasonable.

"I have to come back to the queue within 30 minutes," he said. "The arrangement is not good. There is no need to queue up. I won't do this next time. I could not sleep well last night and I am tired now."

Leung Mei-ling, 45, was 86th in line and said she was not satisfied with the arrangements.

"People are lining up just like at a refugee camp," she said. "I am so tired."

Joelle Woo Oi-chi, of Microsoft Hong Kong, admitted there was "room for improvement". "Queuing up overnight [prevented others getting ahead] in the queue," she said.

Microsoft launched Windows 7, designed as a replacement for the much-maligned Windows Vista system, in the US on Thursday.

Vista, launched three years ago, failed to win over new customers and caused many personal computer users to stick with the eight-year-old Windows XP.

Pirate copies of a pre-release trial version of the software were on sale yesterday in shops in Sham Shui Po for prices ranging from HK$80 to HK$150.

Shops in Shanghai's bustling Xinyang market have also been selling counterfeit copies of the new operating system.

Microsoft Hong Kong general manager Peter Yeung said: "The pirate problem is serious in the mainland. It affects our sales volume."

The HK$150,000 raised by yesterday's sale will be donated to the Hong Kong Sports Institute.

Na minha última crónica, revisitei os custos associados à cerimónia de transferência de soberania de Macau, apontando o valor de 244 milhões de patacas e reproduzindo parte de um acutilante texto de opinião que Miguel Sousa Tavares assinara sobre o assunto nas páginas do Público. Por manifesta escassez de tempo e de fontes, não fui exaustivo na abordagem, mas procurei apresentar com rigor os poucos elementos de que dispunha, como sempre tento fazer.

Não descortinei, nestes dias que, entretanto, decorreram, qualquer novo contributo de terceiros para o tema, fosse em abono ou desabono das minhas palavras, mas pareceu-me vislumbrar algures uma vaga sugestão de manipulação dos factos. Excesso de sensibilidade da minha parte, porventura. À cautela, decidi, todavia, perscrutar os meus velhos papéis com reforçado afinco, na esperança de conseguir dissipar o tom plúmbeo desses juízos.

Embora não sendo especialmente bem sucedido, o meu zelo sempre produziu alguns resultados, porquanto consegui localizar uma peça de Rui Boavida, publicada no Jornal Tribuna de Macau de 19 de Junho de 2000, onde o jornalista reproduz excertos da edição desse mês da revista Hong Kong Business.

Nesta, era relatado que Edmund Ho, «em privado, admite ser continuamente surpreendido pela chegada de novas contas» relativas ao handover. A publicação da RAEHK recordava que o orçamento oficial para todo o evento era de 35 milhões de dólares americanos – cerca de 280 milhões de patacas – e que, «de acordo com fontes da cerimónia, cada refeição oferecida durante o banquete oficial terá saído a cerca de 1500 dólares americanos»; ou seja, doze mil patacas por pessoa (o que, ao câmbio da época, coincidia, grosso modo, com os valores censurados por Miguel Sousa Tavares).

Rui Boavida acautelava, porém, que «um jornalista de Hong Kong» teria comentado ao JTM que «o grupo Communications Management [responsável pela revista em apreço] sempre manteve boas relações com as autoridades chinesas e, eventualmente, esta reportagem poderá ter origens menos claras». Mas o profissional da região vizinha acrescentara, igualmente, que «o que também é verdade é que (...) diversos membros da administração portuguesa deixaram o Território envolvidos em casos menos transparentes do que seria desejável, [o que] deixa campo aberto a diversas especulações» (segundo o JTM, o artigo da Hong Kong Business mencionava a construção do aeroporto, a constituição da Fundação Oriente e da Fundação Jorge Álvares e os monumentos erigidos em Macau nos derradeiros anos do consulado de Rocha Vieira como alguns desses exemplos).

No texto do Público que citei há uma semana (um trabalho de João Pedro Henriques, publicado em 28 de Junho de 2000), o jornalista «que orientou a área de comunicação social do Gabinete de Coordenação da Cerimónia de Transferência», Rui Isidro, confirmava o dispêndio de 244 milhões de patacas – precisamente o montante que referi –, assumindo corresponder a mais cem milhões do que os gastos de Hong Kong dois anos antes; diferença, presumivelmente, justificada pela necessidade de criação aqui de infra-estruturas que o território vizinho já possuía, como «quilómetros de cabos de fibra óptica, para as transmissões televisivas»... Quanto ao resto, este senhor corroborava todas as somas faraónicas que discriminei no meu anterior escrito, incluindo os doze milhões do “famoso” banquete e os sessenta milhões do Pavilhão Lanterna (onde decorreu a cerimónia final e que teve que ser desmantelado meses depois, por não oferecer resistência aos tufões), mas recusando que Portugal e a China tivessem convencionado qualquer limite máximo de despesas para o efeito.

Cada um que tire agora as suas ilações. No limite, até se poderá argumentar que os 244 milhões de patacas terão ficado, ainda assim, aquém dos 35 milhões de dólares americanos que a equipa do general Rocha Vieira, supostamente, orçamentara (digo «supostamente», porque não consegui confirmar esta previsão). Se isso legitima tamanha “generosidade” do erário público no momento do arrear da bandeira nacional – como em tantos outros momentos de que tenho falado –, é outra história...

PS: aproveitando, digamos assim, uma próxima ausência alargada do território por motivos profissionais e de férias, irei fazer uma pausa sabática nesta minha incursão jornalística. Foram vinte meses consecutivos a elaborar semanalmente esta coluna, com raros interregnos, e preciso de recarregar baterias. Aproveito para agradecer ao JTM, na pessoa do seu director, a amabilidade de me ter endereçado, em Fevereiro de 2008, o convite para colaborar com este jornal. The case of exiled mainland dissident Zhou Yongjun is becoming an embarrassment for the government and a challenge to the principle of "one country, two systems". More than a year after he was refused entry into Hong Kong from Macau, the circumstances in which he ended up in the hands of the mainland authorities remain largely a mystery.

It appears that after being kept for two days by local immigration officials, he was taken to Shenzhen and is now being held in Sichuan on fraud charges.

Zhou is a former student leader of the Tiananmen Square protests in 1989. Given his role as a dissident, questions have inevitably arisen as to the motives behind his arrest. So far, Hong Kong officials have refused to comment on the circumstances of the case. As a result, concerns are being raised about whether our city's separate system and autonomy on immigration matters have been compromised. Chief Executive Donald Tsang Yam-kuen is facing calls for an official inquiry.

There is no rendition agreement between Hong Kong and the mainland. Normally, someone who tried to enter the city with suspicious travel documents would either be prosecuted in Hong Kong or sent back to where they came from. In Zhou's case, that would have been Macau. Alternatively, he could have been returned to the United States where he holds a green card, or permanent work permit. Or perhaps the mainland was taken to be his place of origin. Officials have not revealed their reasoning - and that only leads to suspicion.

According to Zhou's partner, Zhang Yuewei, Hong Kong immigration officials told Zhou they needed to verify his identity. He was taken to a car that drove him directly to Shenzhen and has been detained on the mainland ever since. Zhang says she was told of the sequence of events by Zhou's lawyers in Sichuan. The full picture has not emerged. There is an urgent need for the government to clarify the position.

The 42-year-old dissident spent several years in a mainland jail during the late 1990s. He travelled to Hong Kong from Macau on September 28 last year. As we report today, his partner says it was inmates in Shenzhen who first alerted her to his detention there. In May, his family was finally told that he was charged with fraud and being detained in Sichuan. What is even more puzzling is that he allegedly committed the fraud in Hong Kong. If so, why is he being tried on the mainland instead of facing justice before our courts?

It was foolish of Zhou, to say the least, to try to enter Hong Kong with a fake Malaysian passport, if that is what he did. Such actions cannot be condoned. But it is difficult to see the legal basis for sending him to the mainland. How was the decision made? What procedures were followed? Are there any safeguards in place to ensure the system is not abused? None of these questions have been answered.

Zhou's case is more disturbing than several previous high-profile cases involving suspects being detained and tried on the mainland, though they committed crimes in Hong Kong. They include "Big Spender" Cheung Tze-keung and Telford Gardens murderer Li Yuhui, who were both executed. In those cases, the suspects were first apprehended on the mainland; not so with Zhou. The Zhou affair will not go away quietly. The government must come clean and explain what really happened.

A Chinese US resident arrives in Hong Kong from Macau on a Malaysian passport under an assumed name, is told there is a "problem", then, after two days' detention, is put in a car by immigration officers, whisked across the border and handed over to mainland authorities.

Weeks pass with no word of his whereabouts, until his partner and the mother of their 18-month-old daughter receives phone calls and an e-mail from a former Shenzhen prison inmate saying he is in a jail there. Prison staff deny it, then four months later a former inmate of another Shenzhen jail says he has seen him there - under another name. Still officials deny the man is there.

Sounds like the opening chapter of a thriller or the first scene of a film noir? It's not.

It's the story of Zhou Yongjun, a dissident leader of the 1989 Tiananmen student uprising, according to his familiy and to a statement he gave a lawyer while imprisoned in his native Sichuan.

In the eyes of Zhou's Hong Kong lawyer, it is the biggest challenge to the "one country, two systems" formula since the handover.

To a leading immigration consultant in the city it is unlawful, inexplicable and without precedent.

To Zhou's girlfriend and the mother of his child, Zhang Yuewei , it is a frightening conspiracy to abuse his human rights.

Neither Chief Executive Donald Tsang Yam-kuen nor his government will comment on the case.

Zhang, 33, who flew to Hong Kong last week to publicise Zhou's plight, spoke of the family's painful search to establish Zhou's whereabouts following his disappearance.

She last saw Zhou, 42, a US green card holder who runs an employment service, on September 26 last year.

"He insisted on going because he wanted to visit his family. His father has had a stroke and is partially paralysed, and his mother has heart disease. We had a quarrel over it," she recalls. (Zhou, who escaped to the US in 1992, three years after the bloody crackdown that ended the Tiananmen protests, returned to the mainland - via Hong Kong - in 1998 and was jailed for three years for entering the country illegally. He returned to the US in 2002.)

Much of her knowledge about what has happened to him since has come from the lawyer who met him in a jail in Sichuan - where he faces court proceedings for a crime allegedly committed in Hong Kong.

She said Zhou had tried in vain to obtain a mainland visa, before buying a Malaysian passport in the name of Wang Xingxiang from a travel agent in Los Angeles, where the couple live. On September 28, he travelled from Macau to Hong Kong on the Malaysian passport.

Immigration officers suspected his passport was forged and police held him at the Sheung Wan ferry terminal for 48 hours before handing him back to immigration officers. Zhang said the officers told Zhou they needed to verify his identity, but then put him in a car and drove him straight to a small hotel in Shenzhen.

Zhou told his mainland lawyer: "I thought it was OK to go to Hong Kong. But the Hong Kong immigration said the passport was problematic. I did not reveal my real identity to the Hong Kong police."

Zhang said she received calls and e-mails in late November and early December from a former inmate of a Shenzhen prison.

"The person gave an accurate description of Zhou and his family background. He said Zhou was kept in the Shenzhen No 1 Jail," she said. Zhou's sister, who works as a judge in Sichuan, flew to Shenzhen to visit the jail. Staff denied he was being held there.

In March, a former inmate of another jail, in Shenzhen's Yantian district, tipped off Zhou's family that he was being held there. He also gave an accurate description of Zhou.

According to the informant, while in the Yantian jail Zhou was forced to change his name to Wang Hua. "When I learned they had changed his name, I realised it was highly dangerous," Zhang said. "What if he were executed? How would we know?"

In May, more than seven months after he was allegedly delivered into mainland custody by Hong Kong immigration staff, Zhou's family was told he had been arrested on fraud charges and was being detained by the authorities in Sichuan. According to an indictment by prosecutors in Shehong county, Zhou had tried to transfer money from an account at Hang Seng Bank in Hong Kong to two banks, in the city and in Australia, using the false name Wang Xingxiang.

Immigration consultant Richard Aziz Butt said the Hong Kong government's handling of Zhou was unlawful. The Immigration Ordinance stated that anyone found in possession of or using a false instrument (such as a fake passport) should be prosecuted by a court of law.

If the Immigration Department was uncertain about Zhou's identity, it should have sent him to Macau or Malaysia, Butt said. Indeed, a government spokesman said: "In general, a passenger whose travel document does not meet the entry requirements will be repatriated to his or her place of embarkation or origin."

Butt said: "I can't understand why they sent him back to the mainland. I have never before seen a case handled like this in Hong Kong. It makes a mockery of our judicial system."

The Immigration Department said it would not comment on individual cases.

For Zhang, now back in Los Angeles, the fight for justice continues (Zhou's Hong Kong lawyer, Albert Ho Chun-yan, plans to sue the government). So does the wait to see him again - one his family shares.

"His mother has asked whether she will be able to see him again before she dies," Zhang said.

Macau's amateur weatherman warned off

A popular amateur weatherman in Macau known for his accurate typhoon forecasts has run into a spot of turbulence.

Towin Mak, a singer-songwriter and self-confessed meteorology addict, has been monitoring Macau's weather for more than two decades. His typhoon forecasts on the internet often came earlier than the meteorological bureau's and have helped hundreds of residents plan their outdoor activities around the weather.

But the internet account with which he made forecasts in a popular online forum has been banned. In July, he was invited to the Judiciary Police bureau for a "chat", where an officer told Mak that while it was not against the law to post weather forecasts, he should avoid causing a public disturbance with his forecasts.

A police bureau spokesman said it would not take action against unofficial weather forecasts on the internet unless someone claimed to be a victim of such forecasts.

Despite the ban, it would be difficult to prise Mak away from his favourite obsession.

"I am addicted to it. In the past 28 years, I've been trying to follow almost every storm." He depends on the constantly updated meteorological graphs from Taiwan's observatory website to analyse typhoons, often staying up late to study the latest graphs. "When Typhoon Koppu came, I stayed up until 7am."

Mak began posting forecasts online in 2006 - and found fans in residents who relied on travel on the cross-harbour bridges, casino workers who were contract-bound to go to work in all weather, and parents ferrying their children around.

Before he went online, friends, relatives and even shipping firms that had heard of him would call him with inquiries during the windy season.

Mak admitted that his forecasts sometimes differed from those by the Meteorological and Geophysical Bureau, but he stood by the accuracy of most of his forecasts. For instance, when Typhoon Morakot was near in early August, Mak issued typhoon signal No 8 but the observatory hoisted only signal No 3. Mak defended his prediction, saying the wind speeds at the three cross-harbour bridges were 85km/h to 90km/h - higher than the 63km/h mark used to justify a signal No 8.

In Hong Kong, a private weather-forecasting website, known as the "underground observatory", has been running since 1995.

The Meteorological and Geophysical Bureau of Macau did not respond to an inquiry.

The government is again considering expanding the Election Committee that will pick the next chief executive in 2012 and making the Legislative Council bigger.

It made similar proposals four years ago for elections in 2007 and last year which Legco vetoed, but constitutional affairs minister Stephen Lam Sui-lung said the administration would not recycle those ideas.

The government will begin a public consultation next month on possible options for electoral reform in 2012. Chief Executive Donald Tsang Yam-kuen said yesterday he was committed to achieving a "much more democratic" electoral system by then.

Speaking on a Metro Finance radio programme yesterday, Lam said it was crucial the community gained experience in constitutional development in 2012. "The implementation of universal suffrage in 2017 would be smoother if we do a `warm- up' first in 2012," he said.

Lam said the government would strive to inject more democratic elements into the electoral arrangements for 2012.

He said the administration was considering expanding the Election Committee and Legco.

"Increasing the number of Legco seats would provide more room for representatives from various sectors to participate in politics," Lam said.

The chief executive, who was speaking on an RTHK Radio 3 phone-in programme, said the existing method of electing functional constituency legislators did not meet the criteria for universal suffrage.

Tsang said it was up to local people to decide whether functional constituencies should be retained or abolished, but any changes to the electoral system had to secure a two-thirds majority in the legislature. "Half of our lawmakers come from functional constituencies. They need to be persuaded they should go self-destruct for the good of other people," he said.

Tsang insisted he had honoured the pledge he made when re-elected two years ago to resolve the issue of universal suffrage - by securing a timetable for its introduction from the National People's Congress Standing Committee.

In 2005, the government proposed doubling the Election Committee's membership to 1,600. As part of this, all 529 district councillors - including 102 appointed by the government - would have had a seat on the committee. It proposed expanding the number of lawmakers by 10, to 70 - with five directly elected and five chosen by district councillors.

The legislature's functional constituencies cannot survive in their present form and their future will be addressed in next month's consultation on the 2012 Legislative Council elections, Donald Tsang Yam-kuen said yesterday.

The chief executive said the controversial trade-based seats were "not totally compatible with the principles of equal and universal suffrage" and this would be a question to consider when designing electoral arrangements for the 2012 and 2016 Legco elections.

It was the clearest indication yet by Tsang that the trade-based seats, which now make up half the 60-seat legislature, will be modified.

Beijing has said universal suffrage can be introduced for the Legco election in 2020 and the chief executive election in 2017.

The chief executive's words drew a storm of criticism from democrats, who took them as a signal that the functional constituencies, which they want abolished, will stay.

"Functional constituencies in their present form are not totally compatible with the principles of equal and universal suffrage," Tsang, who barely mentioned electoral reform in his policy address on Wednesday, said during a rowdy question-and-answer session.

"They cannot be kept in their present form under the electoral system for Legco in 2020," he said. "Of course, we have to consider this issue in designing the methods for the elections in 2012 and 2016."

But Tsang also remained adamant that the consultation on reforms for 2012 would not include reference to the chief executive and all members of Legco being elected by universal suffrage in 2017 and 2020 respectively.

"I am worried that this will again result in no progress being made. I truly hope that nobody will create new obstacles in the path of reaching a consensus over the election methods on 2012," Tsang said. Citing the pan-democrats' blocking of the 2005 reform proposal, which they considered undemocratic, Tsang urged lawmakers to "learn the lesson" and "pursue democracy, rather than pursue the subject of democracy".

During the 90-minute session, Tsang brushed aside criticism that he had breached his 2007 election promise to resolve the question of universal suffrage during his term.

He said Beijing's decision in December 2007 ruling out universal suffrage in 2012 but allowing it to be introduced as early as 2017 was "almost the biggest landmark for constitutional reform" in Hong Kong's 150-year history. Asking Beijing to reverse that decision would be "almost mission impossible", he said.

Currently, all 3.3 million registered voters can vote for the 30 geographical constituency lawmakers, but only 230,000 can vote in the functional constituencies. Furthermore, 150,000 of those 230,000 voters are concentrated in one constituency - labour, which has three seats - prompting further criticism that the system puts too much power in the hands of an unrepresentative few.

Tsang's remarks angered Democratic Party vice-chairwoman Emily Lau Wai-hing. Her party and its allies have long called for functional constituencies to be abolished.

"Are you trying to tell Hong Kong people that even if we do have a fully elected legislature in 2020, there will still be traces of functional constituencies? That you will retain them in disguise?"

Democratic Party chairman Albert Ho Chun-yan, said the impression he received was that functional constituencies would be there to stay if they were amended somehow - which he suspected was Beijing's solution for maintaining a check on the pan-democrats in the legislature.

Banquetes e celebrações

Há pouco mais de um mês, critiquei aqui o subsídio de trezentas patacas por cabeça que a Fundação Macau decidira atribuir às associações locais para organizarem banquetes comemorativos do décimo aniversário da transferência de soberania do território (ou, mais rigorosamente, da transferência do exercício da soberania), apontando o facto de algumas candidaturas às eleições legislativas estarem, na verdade, a utilizar esse dinheiro para jantares de campanha. Se dúvidas houvesse, bastaria constatar a enorme concentração desses repastos subsidiados durante as duas semanas de campanha eleitoral...

Não faço ideia em quanto irá a medida onerar os cofres da fundação presidida por Vítor Ng. Atirando um número ao acaso, se quatrocentos mil residentes beneficiassem da medida (o que é um perfeito exagero), ela importaria em 120 milhões de patacas. É muito dinheiro, mas sempre se poderá dizer que encheu o estômago a um mar de gente por um dia, já para não falar naqueles argumentos mais discutíveis, como o pretenso contributo da iniciativa para promoção da harmonia social e do patriotismo.

Vai daí, e porque de celebrações do handover estamos a falar, resolvi pesquisar os meus arquivos e ver em quanto orçou a celebração do evento em 19 de Dezembro de 1999, quando esteve a cargo da última administração portuguesa do território: nada menos do que 244 milhões de patacas! A título comparativo, as cerimónias da transferência de Hong Kong, em Julho de 1997, haviam ficado aquém dos 150 milhões de patacas (já começo a compreender melhor a inflação de custos do certame da Primédia em Pequim, em confronto com a modéstia dos nossos vizinhos: há antecedentes difíceis de ultrapassar...).

O despesismo com a efeméride de há dez anos foi divulgado seis meses após o arrear da bandeira portuguesa, na edição de 27 de Junho de 2000 do Macau Hoje, citando «fonte governamental chinesa». Segundo aquele jornal, nomeado no Público do dia seguinte, a Direcção dos Serviços de Finanças estaria a fazer uma «investigação detalhada» dos «números muito elevados» dos gastos, admitindo passar o processo «para a responsabilidade do Comissariado Contra a Corrupção», caso se confirmassem «métodos pouco limpos no procedimento do dispêndio de verbas», que teriam incluído sessenta milhões para a construção do edifício onde decorreu a cerimónia oficial de 19 de Dezembro, setenta milhões em infra-estruturas de apoio à comunicação social, trinta milhões numa sessão cultural no dia anterior e doze milhões num banquete!

Os números foram tão impressionantes que Miguel Sousa Tavares até lhes dedicou o grosso de um artigo de opinião no Público de 30 de Junho de 2000 – intitulado, precisamente, «Um banquete em Macau» –, onde começou por recordar o convite recebido pelo Ministério dos Negócios Estrangeiros português para vir assistir às cerimónias do handover: «o convite especificava que era extensivo a duas pessoas e compreendia viagens, quatro noites de estadia, refeições, despesas e ainda uma ajuda de custo diária (para fazer compras, presumo)».

O comentador recusou e não mais pensou no assunto – até ler os números divulgados na imprensa... Em relação ao manjar, fez, por exemplo, o seguinte reparo: «se conseguirmos imaginar, entre todos os convidados locais, os representantes de Pequim e a embaixada ida de Lisboa, o total astronómico de mil pessoas no banquete, mesmo assim chegamos ao fabuloso preço de 315 contos [ao câmbio da altura] por cabeça para um jantar – um banquete só ao alcance dos delírios do sultão do Brunei».

Depois de mais algumas notas ao seu bom estilo, rematou a crónica nestes termos: «poucas coisas, entre as coisas públicas, me parecem tão feias e tão inestéticas como a ostentação de riqueza com dinheiros alheios – os que gastam o dinheiro dos outros com uma largueza que jamais usam com o próprio dinheiro. Eu quero lá saber do fim do Império e do “momento histórico” da transição! O que eu gostaria de saber é quantos chineses de Macau comeriam com os 315 contos que cada português lá gastou num só banquete».

E pronto, não falo mais das trezentas patacas gastas com cada residente de Macau para festejar à mesa os dez anos da RAEM...

Maitê Proença - a polémica

Já não é novidade a polémica em que a belíssima actriz brasileira Maité Proença está envolvida. Tudo por causa de um vídeo que filmou em Portugal no início de 2007, onde tecia alguns comentários menos felizes sobre o nosso país e os portugueses.

Pessoalmente, não vejo motivo para tanta indignação; apenas para, en passant, a chamar de parvinha e ponto final. Aliás, incomodaram-me mais os comentários daquelas senhoras quase histéricas em estúdio, no final da sessão do programa «Saia Justa» em que o vídeo foi transmitido, do que o vídeo propriamente dito.

Em todo o caso, não deixo de ficar surpreendido com a genialidade dos hackers - certamente, portugueses - que entraram na Wikipedia e alteraram o artigo da conhecida actriz, como se pode ver na imagem abaixo, obtida por mim ao fim da tarde de ontem:

Esta imagem é histórica, uma vez que a situação já foi corrigida, como se pode ver aqui, embora o artigo agora disponível faça uma referência à polémica em curso.

No entanto, a julgar por este artigo do jornal Público, terá havido um primeiro ataque à Wikipedia ainda mais mauzinho, onde Maité Proença era descrita como uma actriz pornográfica e chamada de ignorante.

Certo é que a própria Maité se terá sentido perturbada com as duras reacções ao seu vídeo, uma vez que a sua página oficial na Internet (que chegou a estar temporariamente indisponível) abre com a frase «Minhas desculpas aos portugueses». Esta frase é um link para outro vídeo onde tenta deitar água na fervura, acompanhado de um texto onde recorda o seu avô português e termina dizendo «eu amo Portugal!».

Assunto mais do que encerrado. Apenas sugiro a Maité Proença que, quando quiser fazer humor connosco, pegue naqueles temas em que merecemos, realmente, ser gozados: por exemplo, quando elegemos criminosos para presidentes de câmara ou quando a nossa justiça anda anos a fio à volta de casos envolvendo figuras públicas e ninguém é punido. Goze à vontade com isso, que eu até aplaudo (embora o Brasil também não seja exemplo na matéria...)!

Portuguese to confirm play-off slot against Malta

Portugal look likely to complete a remarkable World Cup recovery when a home victory over Malta today will secure them a place in the play-offs for the 2010 finals that looked way beyond their reach a few months ago.

Switzerland and Slovakia look set to secure the two remaining automatic European slots while there are also four play-off berths up for grabs on the final night of qualifying.

Most of Europe's big guns are already booking their accommodation in South Africa, though France still have to run the gauntlet of the now-seeded November play-offs.

While France, runners-up in the 2006 final, are disappointed to have finished second behind Serbia, Portugal - the side they beat in the semi-finals three years ago - will be overjoyed to join them in the play-offs.

After starting their group one campaign with a win over Malta they lost at home to Denmark then produced three successive goalless draws, including at home to Albania.

In June they were heading for what would have been another calamitous 1-1 draw in Albania when Bruno Alves popped up with a winner two minutes into injury time.

Defeat away to eventual group winners Denmark also looked on the cards in September until Liedson grabbed an 86th-minute equaliser for a 1-1 draw four minutes from time.

The late goals, coming alongside Sweden and Hungary dropping points, prized the door back open and a 3-0 home win over Hungary last Saturday combined with Sweden's late loss to Denmark completed the unlikely turnaround.

Now, they again have control of their own destiny.

Even without the injured Cristiano Ronaldo it would be unthinkable for Portugal to fail to beat Malta in Guimaraes. If it happened though, a draw could let in Sweden, who are at home to Albania, while even Hungary have an outside chance if they win in Denmark.

On paper group three looks even more congested, with four teams still chasing the top two places. In reality, however, Switzerland, three points clear, should get the point they need at home to Israel to secure automatic qualification while Greece should go into the play-offs with a home win over Luxembourg.

Even if Israel manage to win in Switzerland they would still need Greece to lose or draw while Latvia need to thrash Moldova and pray for an unlikely Luxembourg success.

Slovenia's 2-0 win in Slovakia on Saturday ensured group three would go to the wire, although Slovakia still look well placed to reach the finals for the first time.

They are two points clear of Slovenia and visit Poland, who are now out of the running. Slovenia should win at San Marino, which will secure a play-off berth and would send them through automatically if Slovakia fail to win.

Czech Republic must beat Northern Ireland and hope San Marino claim an unlikely draw.

Ukraine's 1-0 win over already-qualified England on Saturday leapfrogged them above Croatia in group six and another win in Andorra will secure second place.

Croatia must win at Kazakhstan to have any chance.

The play-off berths go to the best eight runners-up from the nine European groups. Norway, second in the five-team group six, look to be the ones to miss out, though there is a mathematical chance of them making it if group one produces a highly unlikely trio of results.

Foram ontem apurados os votos da emigração nas eleições legislativas portuguesas, responsáveis pela partilha dos últimos quatro lugares em São Bento. Retardei o mais possível a elaboração desta crónica, na esperança de saber já os resultados quando a iniciasse, mas não fui afortunado. Por isso, parto em desvantagem em relação aos leitores, que vão ter acesso a estas linhas já conhecendo esse desfecho...

É claro que, em face dos 226 deputados já definidos, este encerramento do escrutínio não altera nada. O Partido Socialista, com 96 assentos, vai continuar a precisar dos 21 votos do CDS-PP para chegar à maioria absoluta na Assembleia da República. Só mudaria alguma coisa se o PS conseguisse o resultado “impossível” (e jamais atingido por qualquer cor partidária) de açambarcar os quatro deputados dos círculos da Europa e de Fora da Europa. Aí, os 16 parlamentares do Bloco de Esquerda já permitiriam a formação de uma maioria absoluta de esquerda sem os comunistas.

Em 2005, o PSD elegeu José Cesário e Carlos Páscoa Gonçalves pelo círculo em que Macau se integra, graças aos 7707 votos que os emigrantes lhe conferiram. Com 3607 votos, o PS ficou a escassos 247 boletins de dividir os lugares com os laranjas.

Este ano, as contas devem ser ainda mais renhidas, dado que, até ao final da manhã de anteontem, apenas haviam chegado a Lisboa 7059 sobrescritos de eleitores a residir fora do velho continente – um total, portanto, abaixo do que o partido vencedor alcançou sozinho em 2005. Aliás, com tão poucos votantes, os escrutínios que o PS recebeu há quatro anos seriam suficientes para garantir agora os dois assentos.

Independentemente de quem irá cantar vitória com o cabeça-de-lista do PSD (cuja reeleição me parece evidente), sinto que Macau desbaratou mais uma excelente oportunidade de chegar à Assembleia da República. Já o disse antes e continuo a repeti-lo. Afinal, quão difícil seria associações como a ATFPM, a APOMAC e a Casa de Portugal juntas mobilizarem três ou quatro mil votos de cidadãos portugueses aqui no território? Impossível não seria, estou convencido.

Compreendo que a ATFPM se não queira envolver abertamente nesta contenda, uma vez que constitui o sustentáculo dos três membros do Conselho das Comunidades Portuguesas (CCP) eleitos por Macau. O facto de o actual presidente do CCP ser um destes conselheiros – o médico Fernando Gomes – torna a situação ainda mais sensível, já que uma articulação da ATFPM com uma dada força partidária para efeitos de combate eleitoral poderia dificultar a cooperação institucional entre a direcção do CCP e os diversos partidos com assento parlamentar, já para não falar dos potenciais riscos para a própria coesão interna da equipa de Fernando Gomes.

Muito bem, mas continuaria a ser possível concertar a abstenção da ATFPM com uma postura activa das outras associações de matriz portuguesa, nomeadamente as duas que referi atrás, assegurando os apoios necessários para meter um nome de Macau em São Bento.

Já sei que viriam novamente ao de cima os eternos medos das iniciativas fracturantes, tão típicos deste nosso microscópico burgo (aliás, os mesmo que levam a que nem sequer se aceite debater certos temas, quando mais tomar posição sobre eles...). Sugeria, então, que se mandassem os grandes partidos “às malvas” e se procurasse negociar um entendimento eleitoral com um pequeno partido. Se não o CDS-PP ou o Bloco de Esquerda (os comunistas jamais entrariam no meu imaginário), uma das outras onze cores sem representação parlamentar. No meio de tanta aberração, até há alguns campos que escapam...

Certo é que, enquanto formos olhando para estas ideias como mero fruto de uma imaginação delirante, vamos continuar condenados a aturar políticos que se limitam a vir fazer turismo a Macau, inchados pelo habitual tempo de antena que a nossa comunicação social insiste em lhes dar para nada de útil ou de novo exprimirem. Para esse peditório é que, garantidamente, não dou mais...

Costuma dizer-se que cada sociedade merece os governantes (e os representantes) que tem. Eu acredito que merecemos melhor. Resta saber se alguma vez faremos por isso ou vamos preferir resignar-nos ao interminável choradinho de que ninguém nos liga em Lisboa...

Adenda: em reforço do que acima escrevi, recordaria que dois dos três deputados do PSD eleitos pela emigração são, eles próprios, emigrantes de longa data: Carlos Gonçalves, o cabeça-de-lista pelo círculo da Europa, vive em França e o seu homónimo Carlos Páscoa Gonçalves, número dois pelo círculo de Fora da Europa, reside no Brasil. Só José Cesário é que nunca foi emigrante. Ora, se o Brasil e França podem ter, cada qual, o seu deputado na Assembleia da República, não vejo porque não possa ter Macau também o seu...

Estes resultados levariam à divisão dos dois deputados do círculo de Fora da Europa entre o PSD e o PS, mas a adição dos resultados da América (todo o continente americano) e de África já apurados indicia que o PSD irá manter José Cesário e Carlos Páscoa Gonçalves na Assembleia da República.

No círculo da Europa, o PS deverá ganhar, mas o PSD conseguirá aguentar o seu deputado.

Assim, na emigração, os laranjas continuarão a dar 3-1 aos rosas, pelo que o PS ficará com um total de 97 deputados e o PSD com 81. O CDS-PP manterá os seus 21, o Bloco de Esquerda 16 e o PCP 15.

Ho vows to usher in law on post-retirement work

A long-awaited law to restrict officials' post-retirement work in the private sector may be enacted by the end of the year, when the current Macau government leaves office.

Chief Executive Edmund Ho Hau-wah on Wednesday pledged to have such a law ready before a government led by his successor, Dr Fernando Chui Sai-on, comes in. Ho is due to step down on December 19.

"People don't have to worry. All principal officials in this government, including the chief executive, will be subject to the rule," Ho said at the airport before flying to Beijing for the National Day parade.

He said the Executive Council had been drafting a bill that would soon be submitted to the legislature. But details of the bill, such as the length of time for which officials will be banned from working in private firms, have yet to be announced.

Re-elected legislator Jose Coutinho said Macau residents had been vocal in calling for such a law.

"Problems of corruption and collusion have been exposed in the government. The public is demanding rules to ensure fairness and transparency," he said.

Former public works minister Ao Man-long was jailed in April for 28 years and six months on 81 counts of bribe-taking, money laundering and other crimes.

Political commentator Professor Larry So Man-yum said the public outcry in Hong Kong over a developer's job offer to former housing chief Leung Chin-man had prompted calls in Macau for restrictions on officials' post-retirement work.

"Macau people have learned from the Leung Chin-man controversy," he said. "In the past legislative poll, several election teams stressed the need for rules regarding officials' post-retirement work."

A public uproar last year followed the Hong Kong government's approval of Leung's application to work with New World China Land (NWCL).

Leung was director of housing when the government sold the Hunghom Peninsula housing estate in 2004 for barely half the asking price to a consortium including NWS Holdings, the conglomerate flagship of New World Development, which owns NWCL. He was offered the job one year after his retirement. A Legislative Council inquiry is now being carried out.

In Hong Kong, a directorate-grade official is subject to a one-year "sanitisation period" after retirement before being allowed to work in the private sector, in addition to a three-year "control period" allowing some flexibility.

In the case of a permanent secretary, the control period and the sanitisation period run concurrently. No employment is allowed within the sanitisation period except unpaid work for charitable, academic or non-profit organisations.

The Hong Kong rules compare with a two-year restriction period in Britain, and one year in the United States and Canada. Singapore has a much stricter system with a five-year ban in certain categories.

Macau has rules restricting officials only at the levels of bureau heads and deputy bureau heads. After retirement, such officials are subject to a six-month ban from working in fields related to their government work.

Legislator Au Kam-san said it was strange that under the Macau system, department deputies were restricted but their bosses were not.

Susana Chou, outgoing president of Macau's Legislative Assembly, said in July that it was a great pity that the legislation regarding high officials' post-retirement work could not be completed in her term.

She said that since 2006, she had been asking the government to submit a bill, but some "irresponsible officials" had resisted the legislation. Chou did not name the officials.

Um deplorável incidente

Agora que já ficaram para trás as eleições legislativas locais e portuguesas, que os votos recontados já tiveram o merecido destino e que o presidente da república já quebrou o tabu das “escutas”, parece-me ser boa altura para, enfim, partilhar com os meus leitores um deplorável incidente a que fui sujeito há três semanas, ou não estivesse ele intimamente associado ao livre exercício do direito de opinião que venho praticando neste espaço desde Fevereiro de 2008.

Como é sabido por quem costuma ler as minhas crónicas, ocupei largo período dos meses de Verão a rever a génese da Fundação Jorge Álvares, em finais de 1999, e as reacções públicas profundamente negativas, aqui e em Portugal, que se seguiram à revelação dessa iniciativa envolvendo o último governador do território. Lateralmente, abordei outros factos contemporâneos desse processo, como a criação do Instituto Internacional de Macau ou os avultados subsídios que o general Rocha Vieira reclamou e recebeu por férias supostamente não gozadas ao longo do seu mandato de quase nove anos.

Tive o cuidado de tudo documentar. Além disso, não recorri ao que eu próprio então escrevera (houve textos meus publicados ou citados no Ponto Final, no Diário de Notícias e no Público, por exemplo), para não cair no duplo papel de fonte e autor. Preferi, ao invés, recorrer à investigação, à narração e à opinião de terceiros que considerei fontes credíveis – profissionais da informação que, ainda hoje, são respeitados no seu meio. Citei algumas posições contrárias, mas em bastante menor escala, por uma razão que julgo (ou julgava...) óbvia: porque, na minha óptica, não apresentavam dados susceptíveis de desmentir os factos que iam caindo no domínio público, antes se ficando por valorações puramente subjectivas de sinal contrário. Nas raras vezes em que o conseguiram fazer, curei de o referir ou, pura e simplesmente, nem sequer fiz uso dos elementos objectivamente refutados.

Tenho, pois, a consciência descansada em relação ao trabalho que levei a cabo ao longo de onze semanas (entre 18 de Junho e 3 de Setembro). O que não tenho, nem pouco mais ou menos, é a pretensão de que toda a gente concorde comigo, muito menos os “visados” nos meus textos (embora a minha preocupação seja denunciar factos; não entrar em ataques pessoais). O mundo é mesmo assim...

O que me traz hoje, então, de volta a este assunto? “Apenas” isto: há, exactamente, três semanas, no final de uma mesa-redonda como tantas outras que costumam ter lugar no território, uma das figuras citadas no conjunto de artigos a que chamei de «antologia da transparência» veio falar comigo. Manifestou-me a sua insatisfação pela minha iniciativa, queixando-se de «falsas» acusações. Recordei-lhe que identificara todas as fontes e sugeri-lhe que redigisse a sua própria versão dos acontecimentos – um direito que lhe assistia e que poderia exercitar com facilidade, ou não beneficiasse de exposição semanal neste mesmo matutino. Depois, os leitores que tirassem as suas conclusões.

A conversa prosseguiu em tom civilizado por mais alguns minutos, até que expressei a minha incompreensão por determinadas palavras que o general Rocha Vieira proferira sobre a Fundação Jorge Álvares em Junho último, no retorno a Macau. Basicamente, e citando agora o Hoje Macau de 15 desse mês, por ter afirmado que «cumpri o meu dever e nunca deixei de dormir por causa da fundação. Não acredito que haja fundações com maior transparência que esta». Perturbava-me a incapacidade do ex-governador em esboçar um mea culpa, por muito tímido que fosse.

O meu interlocutor começou a exaltar-se. Retorquiu-me com um repetido «nem tinha que fazer», insistindo que o general fizera tudo bem. Perante isso, deixei claro que nada tinha a alterar na minha «antologia», pois ela traduzia a minha convicção dos factos.

Qual a minha estupefacção quando, em tom assaz agressivo, e não obstante se encontrar já outra pessoa connosco, me dirige estas palavras: «sabe o que eu tive vontade de fazer quando li aqueles artigos pela primeira vez? Tive vontade de lhe partir a cara. Eu devia era partir-lhe esses dentes todos. Sabe o que você é? Um filho-da-puta! Um filho-da-puta, é o que você é!». Posto isto, virou-me, de imediato, as costas e meteu-se num elevador com outras pessoas que passavam no momento.

É verdade que o autor de tão ignóbil atitude foi o mesmo que, numa entrevista à TDM em 4 de Março de 2000, lançou esta despudorada ameaça a destinatários incertos: «quero deixar também este alerta: que estejam atentos também a isso, porque quem não tem o mesmo interesse que todos nós em relação ao futuro de Macau merece ser isolado. Tenho que dizer isto com muita franqueza e muita convicção. Merece ser isolado, ser bem identificado. E se não quiser, se não se sentir bem aqui, olhe, há muitos sítios onde pode estar» (reproduzida no Ponto Final de 12 de Maio de 2000).

Essa não é, porém, a minha linguagem, nem a minha forma de dirimir diferenças. Por isso, apresentei a competente queixa-crime na justiça.

Um bom amigo lembrava-me, um dia destes, que é nas situações limite que se conhecem as pessoas. Ora aqui está uma dessas situações. Cada um dos vários envolvidos terá a sua responsabilidade a cumprir na realização da justiça. Aguardo serenamente os desenvolvimentos.

E não, ainda não foi desta que me calaram...

Nos primeiros meses após o handover, quando ainda não havia o Bairro do Oriente (ahah), muitos portugueses residentes de Macau, ou antigos residentes, deram largas à sua revolta contra os abusos da administração vieirista no então frequentadíssimo Fórum Macau. A secção de debate, onde se "lavava a roupa suja", foi há muito desactivada, mas a extensa lista de documentos ainda continua disponível.

Despite a crackdown on vote-buying, the practice went underground and ballot-rigging through giveaways remained widespread in Macau's legislative election on Sunday.

Eilo Yu Wing-yat, assistant professor of politics at the University of Macau, said candidates appeared more constrained in campaigning compared with the 2005 legislative poll.

"Vote-buying turned low-key but the problem has not gone," he said. "Supermarket coupons worth a few hundred patacas were still being handed out at dinner parties."

The hawker-like agents seen openly walking around Macau streets offering freebies or directly buying votes in 2005 were not visible in the latest poll. But free meals and free rides were widely used to influence voters' decisions on and before polling day on Sunday.

It is widely known that in the 2005 poll, voter permits had a price of 500 patacas. Those receiving the cash would hand their permits to vote-buying agents, who returned them on polling day, with the expectation that the voter would opt for the favoured candidate.

But the government this year scrapped the use of such permits, allowing registered voters to simply use their Macau identity cards when casting ballots. Macau's Commission Against Corruption hailed the rule change as a deterrent to electoral fraud. However, there was still organised vote-buying in the build-up to the election, with the market price for each ballot ranging from 500 to 700 patacas.

Last Friday, graft-busters arrested a number of people who allegedly ran a vote-buying operation.

Their vote-buying task was subcontracted out three times and those dealing directly with voters offered to pay 500 to 700 patacas per ballot.

Although there were no voter permits, the alleged vote-buyers had been collecting identity documents from voters.

On the same day, graft-busters searched the office of a charity run by candidates Lai Cho-wai and Kuan Vai-lam and took away computers and documents.

Lai and Kuan said they were not involved in vote-buying and had no idea what the search was about.

Business has boomed at large Chinese restaurants in the past few months and restaurateurs openly admitted that it was due to election-related banquets.

Since last month, a social group supporting candidate Mak Soi-kun, who won a seat, has hosted nearly 20,000 people in 20 large parties at the Federal Restaurant.

Yu said many social groups had been mobilised to attract voters, especially through banquets.

"Many groups that had been inactive suddenly came back to life in the build-up to the election," the professor said. "They became a tool for canvassing or even vote-buying."

The government's move to fund banquets to mark two anniversaries helped the campaigning of some candidates, he said.

The government launched a costly scheme to mark both the 60th anniversary of the founding of the People's Republic of China and the 10th anniversary of Macau's handover to China. It allowed social groups to apply for subsidies of up to 300 patacas per participant for organising celebrations, with each Macau resident limited to one event.

Many of the events, locally known as a "double celebration", turned out to be banquets with lucky draws.

Macau media reports said more than 500 groups applied for subsidies for 400,000 residents. Based on this figure, the government would have spent 120 million patacas.

On Sunday, several election teams mobilised fleets of taxis and private cars to send voters to 27 polling stations. The catch was that you had to vote for their candidates.

Driving voters to polling stations was permissible, the Electoral Affairs Commission said, but canvassing during the trip was forbidden.

At Fisherman's Wharf, people could eat for one pataca, but they were then asked to support candidate Melinda Chan Mei-yi, who later won a seat.

The Commission Against Corruption on Sunday arrested a man for driving a voter to a polling station and canvassing during the trip.

Macau's Legislative Assembly comprises 29 members, with 12 elected by popular vote, 10 elected through functional constituencies and seven appointed by the chief executive.

The 2005 vote was plagued with scandals, from minor bribes to direct vote-buying, and attacks on a candidate and a journalist.

Police and graft-busters arrested dozens of suspects, leading to four trials over ballot-buying. Wu Lin, a running mate of Fujian community leader Chan Meng-kam, was jailed for four years in 2007.

Political commentator Professor Larry So Man-yum, of Macau Polytechnic Institute, said voters showed higher awareness of electoral democracy and treated their ballots more seriously than in previous elections.

Encerrada que está, finalmente, a contagem (e recontagem) dos votos referentes às eleições legislativas de domingo passado, resolvi olhar para os números deste ano e de 2005, e começar a fazer comparações. Verifiquei, então, que:

– O número de eleitores inscritos passou de 220 653 para 248 708. Eram 28 055 potenciais novos votantes, um aumento de 12,71%;

– Já o número de pessoas que exerceram, efectivamente, o seu dever cívico progrediu de 128 830 para 149 006, o que significa mais 20 176 votos apurados do que há quatro anos – um crescimento de 15,66%;

– Da evolução destes dois conjuntos de valores resultou uma ténue subida da taxa de afluência às urnas, dos 58,39% de 2005 para os 59,91% deste ano (mais 1,5%). Por outras palavras, a abstenção diminuiu ligeiramente;

– A única candidatura cuja percentagem total de votos registou uma subida superior à da taxa de afluência às urnas (os 1,5% acima referidos) foi a União Para o Desenvolvimento, a lista dos operários, encabeçada por Kwan Tsui Hang (lista 12), já que teve 13,29% há quatro anos (correspondentes a 16 596 votos) e conseguiu 15,01% agora (22 101 votos). Isto é, tem mais 1,72% do total do que em 2005 (mais 5505 votos);

– As duas listas do Novo Macau Democrático venceram, no seu conjunto, estas eleições, com 28 210 votos, contra 23 489 no sufrágio anterior (mais 4721 votos), mas viram os operários encurtar um pouco a distância que os separa. Em percentagem total de votos, passaram de 18,81% para 19,16%. O mesmo é dizer, têm mais 0,35% do bolo do que antes;

– Analisando nesta perspectiva o desempenho de algumas das outras candidaturas repetentes, constatamos que Pereira Coutinho tem mais 0,95% do total de votos do que em 2005 (passou de 7,99% para 8,94%), Melinda Chan mais 0,69% do que o seu marido (de 4,87% para 5,56%), Ângela Leong mais 0,56% (de 9,32% para 9,88%) e Mak Soi Kun mais 0,52% do que o seu antecessor, Fong Chi Keong (de 6,83% para 7,35%). Com os kaifong, deu-se um fenómeno curioso: passaram de 9,60% para 10,21% (mais 0,61% do total), fruto de um reforço de 3048 votos, mas, ainda assim, perderam um deputado. Repare-se: na percentagem global dos escrutínios (que é o que decide a distribuição dos assentos parlamentares), os kaifong até cresceram mais do que os democratas (mais 0,61% contra mais 0,35%, respectivamente), mas perderam um deputado para estes, o que é bem revelador do acerto da estratégia de Ng Kuok Cheong e Au Kam San em se dividirem por duas equipas, já que isso lhes permitiu obstar ao desperdício de votos verificado em 2005;

– Chan Meng Kam não perdeu o seu companheiro de bancada, mas nem por isso se pode dar por muito satisfeito: desbaratou 2926 seguidores e emagreceu de 16,57% do total para 12,07% (menos 4,5%). O que lhe valeu foi a “reserva” de há quatro anos (os votos que então não lhe chegaram para meter o terceiro deputado);

– Já Casimiro Pinto, até conseguiu mais 39 “sins” do que Sales Marques (931 contra 892), mas deteriorou o desempenho percentual do seu predecessor (0,63% do total, contra 0,71% – uma descida de 0,08%). Um fraco resultado; ainda mais, tendo em conta o esforço de alargamento do projecto a outras comunidades. Até Lee Kin Yun, o jovem radical da lista 9, conseguiu ultrapassar a Voz Plural, quase duplicando a votação obtida em 2005 (de 655 para 1162 votos) e passando de 0,52% para 0,79% do total de boletins apurados – e, praticamente, sem quaisquer meios...

Dos valores acima apresentados, pode concluir-se, com segurança, que o desempenho das diversas candidaturas se manteve bastante estável, apenas se destacando o “pulo” dos operários e a penalização do grupo de Fujian; contudo, em ambos os casos, sem qualquer efeito prático no número de deputados conquistados. Aliás, como também pudemos constatar, a única “transferência da época” deveu-se, tão-somente, a uma inteligente gestão do seu “mercado” pelos democratas.

Resta acrescentar que, assumindo as listas 4 e 15 como duas partes do mesmo corpo, os doze lugares da Assembleia Legislativa a preencher por sufrágio directo e universal ficaram, uma vez mais, nas mãos de oito concorrentes, que açambarcaram 88,18% dos votos apurados (mais 0,9% do que em 2005 – 87,28% –, provavelmente por efeito da diminuição do número de listas que se apresentaram a votos).

Macau democrats gain after bruising election campaign

Residents of Macau turned out in record numbers to elect a new legislature with pro-democracy politicians in the China-ruled gambling hub making small gains despite an aggressive smear campaign by rivals.

At a time of flux in Macau, initial results published on Monday showed Macau's pro-democracy camp winning three of 12 directly elected seats in the 29-seat legislative assembly - one more than the previous four-year term.

Analysts and democrats said this increase, though marginal, when coupled with a record 60 per cent or so voter turnout, symbolised a greater public desire for improved governance and direct elections by 2019, the earliest potential window.

“We hope [Beijing] will now pave the road for [full] democracy,” said Antonio Ng, a democratic lawmaker, after breaking out the champagne to celebrate his re-election, with one in five voters backing pro-democracy candidates on the day.

Among the other winners were ailing gambling tycoon Stanley Ho Hung-sun's fourth wife Angela Leong On-kei, with the legislature responsible for green-lighting potential future gaming policies.

While Macau has cleaned up its seedy image with the influx of Las Vegas gaming giants - subject to tighter US regulatory oversight than local operators - the vast sums of money pouring into gaming halls have still left Macau susceptible to official corruption, organised crime syndicates and money laundering.

Seventeen of the 29 seats were directly appointed by Macau's leader or selected by special interest groups.

Macau's incoming leader Fernando Chui Sai-on was returned unopposed in a small-circle selection process during the summer.

Unlike neighbouring Hong Kong which has a lively opposition pro-democracy camp and plans direct elections in 2017, Macau, which reverted from Portuguese to Chinese rule in 1999, has not yet come up with a timetable for universal suffrage.

Ng, who along with veteran lawmaker Au Kam-san has fought a lonely and quixotic battle for full democracy in Macau's pro-Beijing legislature, said their election had been hit by a multi-pronged smear campaign seemingly orchestrated by powerful insiders through pro-government newspapers, including some well-timed exposes based on leaked confidential police records.

“Despite all the negative news, the people have affirmed my watchdog role,” Au told reporters by phone from Macau.

Tourists had a tough time finding taxis yesterday in Macau, but you could enjoy a free ride to dozens of spots, if you knew the trick.

Free rides and free meals were just two of the gimmicks supporters adopted in their effort to get people to vote in the city's legislative elections, held from 9am to 9pm, to return 12 directly elected lawmakers.

Fifty-nine per cent of registered voters - 148,977 people - had cast their ballots by 9pm when the polls closed. Turnout was 1.2 per cent higher than four years ago.

Results were expected to be announced early this morning.

With counting completed at 10 of 28 polling stations (including one in jail), heading the voting were the teams led by Kwan Tsui-hang, of the pro-government Federation of Trade Unions; democrat Antonio Ng Kuok-cheong; Fujian community leader Chan Meng-kam; Ho Ion-sang, from the pro-government General Union of Neighbourhood Associations; and Angela Leong On-kei, fourth wife of casino mogul Stanley Ho Hung-sun.

Some voters expressed concerns about corruption in Macau, pointing to Ao Man-long, the former secretary for transport and public works, who was jailed for 28-1/2 years last year for bribe-taking and money laundering.

Several election teams mobilised fleets of taxis and private cars to send voters to 27 poll stations across the city. The catch was that you had to vote for their candidates.

Driving voters to poll stations was permissible, the Electoral Affairs Commission said, but canvassing during the trip was forbidden.

Many taxis gathered at the Landmark Hotel and the Fisherman's Wharf, both owned by tycoon David Chow Kam-fai and whose wife Melinda Chan Mei-yi headed a list of candidates, but their drivers declined to take passengers.

This correspondent posed as a voter and asked to get into one of the cabs, but a man organising the affair said I would first have to agree to support Chan's team.

The cab was shared by a middle-aged woman who wore an orange sticker in support of Chan's "team orange", but she later removed it, saying it probably wouldn't be allowed when casting her ballot. The woman said she had already had free tea and dim sum at the Landmark Hotel.

Over at the Fisherman's Wharf, people could eat for one pataca but they were then asked to head to polling stations and support Chan.

Hundreds of casino workers from Ho's gaming company SJM Holdings were bused to polling stations to support Leong.

Only 12 of the 29 seats in Macau's legislature are directly elected; seven are appointed by the chief executive and 10 lawmakers represent functional constituencies.

Macau Chief Executive Edmund Ho Hau-wah appointed Jose Chui Sai-peng, a younger brother of chief executive-elect Dr Fernando Chui Sai-on, as a lawmaker in 2005.

At the polling station at Our Lady of Fatima Girls' School in the north of Macau Peninsula, Tsoi Man-tat, 72, shook slightly as he walked slowly forward with the help of his wife. Nearly falling over when he missed a step, Tsoi said he had insisted in coming to vote despite his severe heart problems. He said he wanted good legislators who would keep corruption out of government. "Macau is progressing, but it's bad that we had corrupt officials such as Ao Man-long," Tsoi said. "I hope there won't be any more corruption."

Cheong U, the head of the Commission Against Corruption of Macau, said the number of corruption complaints in relation to the election was sharply lower than for the 2005 poll. The commission had received 231 complaints concerning the election by Friday, compared to 440 for the 2005 poll, Cheong said.

Four election-related cases had been put on file by the commission for investigation this year, compared to 13 for the 2005 poll, he said.

The commission received 56 complaints about irregularities yesterday, down 40 per cent on election day four years ago.

It said many complaints involved illegal electioneering, with one man being arrested.

A few alleged that some candidate groups had engaged in vote buying, but they were proved to be untrue after investigation.

On Friday, graft-busters arrested a number of people who were allegedly offering voters 500 to 700 patacas to cast their ballots for certain candidates.

Scandals emerged and smear campaigns intensified in the build-up to Macau's legislative poll today, catching voters by surprise and making it harder to predict the winners in the 12 directly elected seats.

Popular new government policies announced last week, soon after pro-government candidates called for them, are also expected to affect the election.

Political commentator Professor Larry So Man-yum, of Macau Polytechnic Institute, said competition would be fierce, with no team winning more than two seats.

So said a large-scale smear campaign would harm two teams of democrats, limiting their chances of winning four seats.

"There has been a well-organised smear campaign," So said. "Some people are very afraid of democrats winning four seats and are therefore trying to hammer them."

Only 12 of the 29 seats in Macau's legislature are directly elected; seven are appointed by the chief executive and 10 lawmakers represent functional constituencies.

Analysts say the strongest contenders include Antonio Ng Kuok-cheong, a democrat whose team won the highest number of votes in 2005, Fujian community leader Chan Meng-kam, Jose Coutinho, an activist for civil servants, Angela Leong On-kei, fourth wife of casino mogul Stanley Ho Hung-sun, and Kwan Tsui-hang, of the pro-government Federation of Trade Unions.

Democrats, led by Ng and Au Kam-san, are looking to extend their presence in the legislature by splitting into two teams in pursuit of four seats.

Au, who leads the second democratic team, is one of Macau's best-known government watchdogs.

But his team is battling accusations spread on the internet and published in pro-government newspapers.

It was revealed last week that Ng Seng-fong, No4 on Au's candidate list, had been found guilty of fraud on July 15.

A message posted on the internet on Monday revealed Ng Seng-fong's court case and contained a confidential police file with her personal and family details. Ng Seng-fong's place on Au's candidate list was confirmed on July 22, a week after the court sentenced her to three years and three months in jail.

Au said it was strange that the case had been tried without Ng Seng-fong's knowledge and that the court had neither summonsed her to hear the judgment nor put her in jail.

The court found that she had swindled a business partner out of about 300,000 patacas. She said the alleged victim was her former boyfriend, and the suit was filed in 2005.

Ng Seng-fong pulled out of the election on Wednesday while insisting she was innocent.

Another police file, leaked last week, revealed that another running mate of Au had been caught drink-driving in February.

Accusations against Au, including that he was a Falun Gong practitioner, that he had a secret political deal with Fernando Chui Sai-on, Macau's chief executive-elect, and that he kept a concubine, spread on Macau's online forums. Pro-government newspapers appeared keen to pick up on these accusations.

Au described the accusations as the biggest challenge he has faced since he first ran for a legislature seat in 1992.

"I have never before experienced such an overwhelming smear campaign against me," he said.

So said a few popular government policies announced in the past few days would sway the election in favour of candidates from the Federation of Trade Unions and the General Union of Neighbourhood Associations.

A scheme to enhance social welfare for people on low incomes was announced a day after the Federation of Trade Union said it would push for such a scheme.

The government also announced that it would begin accepting applications for public housing in December - a day after the General Union of Neighbourhood Associations vowed to push for public housing.

Another policy revealed last week looks set to benefit Chan, a wealthy businessman who has support from residents of Fujian origin.

It was revealed "over-aged" children of Macau residents would soon be allowed to apply to settle in Macau.

Under the new policy, abode claimants who were under 14 on November 1, 2001, and have at least one parent who is a permanent resident of Macau will be eligible to apply for a one-way permit. Members of the Fujian community, led by Chan, have long been fighting for their children's Macau residency.

The team of businessmen Lai Cho-wai and Kuan Vai-lam has found itself embroiled in a vote-buying scandal.

Reflexões de campanha (II)

Estamos a escassos dias de escolher doze dos nossos representantes na Assembleia Legislativa (diria mesmo, os nossos únicos verdadeiros representantes, considerando a forma como os demais deputados e o Chefe do Executivo são apurados) e constato que diversas das listas concorrentes ao sufrágio de domingo continuam a fazer tábua rasa das instruções da Comissão dos Assuntos Eleitorais. Ainda ontem à tarde, deparei-me com um sem número de cartazes de uma das candidaturas afixados na entrada e nas montras de uma grande loja de electrodomésticos no NAPE, a curta distância das instalações do Ministério Público... Não sei se estes abusos produzem algum efeito positivo no sentido de voto dos eleitores (em mim, o resultado é precisamente o oposto), mas não deixa de me impressionar a impunidade com que estas situações se vão sucedendo dia após dia.

Depois, há os brindes e as refeições grátis. Ninguém pode quantificar ao certo o seu peso nas contas finais, mas não me esqueço do famoso candidato a uma autarquia do norte de Portugal que se dizia andar a distribuir pequenos electrodomésticos durante as suas acções de campanha. Os críticos vaticinavam que a população agiria de forma “manhosa”: ficava com as ofertas, mas não alterava o sentido do voto. Puro engano: os órgãos autárquicos mudaram mesmo de mãos! Por isso, não julgo serem de menosprezar os lamentos de alguns candidatos em relação ao potencial destes métodos, especialmente quando muitos eleitores de Macau sentem que o seu voto para nada serve, já que os deputados eleitos continuarão em minoria no parlamento e a ter pouco poder face ao Governo. Por isso, entre nada e uns mimos, que venham os mimos e o generoso candidato até pode levar o nosso voto.

Como já escrevi há quatro anos, só vejo duas formas de esta realidade mudar significativamente: com um grande investimento público na formação cívica dos cidadãos e com um forte alargamento do sufrágio directo e universal, até à sua completa generalização. Ora, estes são, precisamente, os dois esforços que o poder político em Macau teima em não fazer. Arriscamo-nos, assim, a continuar a assistir a condutas que, na prática, não diferem muito da corrupção eleitoral e a ouvir, dentro de quatro anos, o Governo argumentar que, uma vez mais, ainda não há condições para termos mais deputados eleitos directamente pelos residentes permanentes do território.

Enfim, tentando não chorar muito sobre o leite derramado, vamos, então, às opções para domingo. Tenho amigos, conhecidos e pessoas que muito prezo envolvidas em diversas listas. Porém, o dever cívico que me é solicitado cumprir não é que escolha amigos.

Reconheço bastante valor em vários candidatos colocados em posições não elegíveis; ou seja, abaixo do número dois (sendo que, na maioria dos casos, nem o número dois da lista pode ser considerado, realisticamente, elegível). Todavia, com franqueza, estes candidatos em lugares não elegíveis não aquecem nem arrefecem, já que não têm qualquer hipótese de chegar à Assembleia Legislativa. De que me serve, por exemplo, que o terceiro (ou o segundo) nome da lista “A” ou “B” seja um excelente jurista ou um excelente economista? Por muito que eu vote nessa lista, nunca o conseguirei eleger!

Algumas candidaturas têm organizado interessantes iniciativas, promovendo o debate de ideias e a sensibilização dos cidadãos para os mais diversos problemas que a todos afligem. Independentemente da votação que obtiverem daqui a dias, esse mérito já ninguém lhes tira. Mas também não é isso que vai a jogo no domingo, até porque a continuidade dessas acções não depende da obtenção de um assento parlamentar.

Do mesmo modo, não vamos eleger um governo, nem sequer a maioria dos legisladores. Daí que os programas eleitorais também não tenham, em boa verdade, grande significado. Aliás, até poderão tê-lo, mas mais pela negativa: um princípio ou uma proposta condenáveis (como a destruição do nosso património arquitectónico ou a total privatização da saúde) seriam, ou deveriam ser, motivo suficiente para a ostracização de uma candidatura. De resto, desde que não se meta uma “argolada”, os detalhes de cada programa passarão ao lado de quase todos nós.

Tudo ponderado, o que realmente me interessa é escolher pessoas que possam contribuir para um maior equilíbrio de forças dentro da Assembleia Legislativa, e entre esta e o órgão executivo (que já tem dezassete aliados garantidos no hemiciclo). Pessoas com competência, mas também com a necessária coragem e descomprometimento para fiscalizar o Governo e fazer frente aos poderes instalados na nossa sociedade. Pessoas que não confundam consensos com capitulação – porque ceder a tudo o que nos é imposto não é ser consensual, nem é promover a harmonia; é capitular. Em política, só há consensos razoáveis quando ambos os lados têm força e coragem suficientes para defender os seus valores. Tudo o resto são falsos consensos e falsas harmonias!

É isto que vai estar em causa no próximo domingo, quando pusermos o nosso carimbo no boletim de voto, e é isto que temos que sopesar quando formos decidir entre os diversos candidatos que julgamos elegíveis. Pense bem, porque o seu voto pode, afinal, ser mais importante do que pensa! E que vençam os melhores!

A Voz Plural parece andar num jogo de ping-pong com a Wikipedia: depois de um artigo sobre aquela lista ter sido apagado, ao que parece, duas vezes no mesmo dia (a 6 deste mês, conforme se pode verificar pela fotografia da minha anterior posta), está novamente disponível desde esta manhã.

Ninguém os pode acusar de falta de persistência ou de atenção neste campo: é que o artigo voltou àquela enciclopédia online poucas horas depois de eu ter escrito aqui sobre o assunto, quando tinha estado nove dias apagado...

Curiosamente, as únicas listas apontadas como tendo uma plataforma «pró-democracia» são as duas do Novo Macau Democrático, a de Lee Kin Yun e a de Agnes Lam. A Nova Esperança é associada aos trabalhadores da administração pública e a Voz Plural ao multiculturalismo.

Voz Plural apagada da Wikipedia

Um artigo sobre a Voz Plural - Gentes de Macau que teria sido criado na Wikipedia foi apagado daquela enciclopédia online por dois contribuidores seniores, em virtude de «não ter conteúdo relevante» (article that has no meaningful, substantive content) e por «não indicar a importância ou significado do seu objecto» (article about an eligible subject, which does not indicate the importance or significance of the subject).

Reflexões de campanha (I)

Inicio as breves reflexões que aqui tenciono fazer sobre as eleições do próximo dia 20 assinalando os dois aspectos que, a meu ver, já estão antecipadamente a marcá-las pela negativa: desde logo, esta é a primeira vez, após a transferência de soberania, que o número de assentos na Assembleia Legislativa não progride. No acto eleitoral de 2001, passaram de dezasseis para vinte os deputados saídos das vias directa e indirecta (dez em cada). Em 2005, o sufrágio universal deu mais um passo em frente, decidindo doze deputados. Mas isto era o que estava estipulado no Anexo II da Lei Básica, como se sabe. Quando o poder político de Macau teve oportunidade de propor um novo reforço do poder do voto, o resultado foi o que também todos conhecemos: escudou-se na prioridade da luta contra a corrupção e ficou-se pela retórica do «Macau governado pelas suas gentes». Maior sufrágio universal só quando os poucos iluminados acharem que o Zé-povinho está preparado para pensar e se portar bem...

Curiosamente, alguns dos que agora, em tempo de campanha, dizem querer lutar por um forte incremento no número de parlamentares designados por sufrágio directo já em 2013, para que estes passem a constituir a maioria do hemiciclo, são os mesmos que estiveram calados ou até aplaudiram a travagem da democracia no ano transacto, aquando da revisão das leis eleitorais. Para estas eleições, nem mais um deputado podia ser escolhido pelo povo; para as próximas, já podemos dar não o passo, mas o pulo em frente! A coerência e a demagogia política nunca combinaram bem...

Idênticas incongruências podemos apontar na postura do nosso Executivo: alega que o grande combate deste ano é contra a praga da corrupção eleitoral e faz uma interpretação draconiana das leis eleitorais no que toca à actuação dos candidatos fora do período oficial de campanha, mas, simultaneamente, decide distribuir entre as associações uma benesse de trezentas patacas por cabeça para organizarem banquetes comemorativos do décimo aniversário do handover. Ora, associações e repastos de borla são das combinações mais “explosivas” que há em termos de corrupção eleitoral e de pré-campanha em Macau! Tanto que os restaurantes chineses mais espaçosos e populares do território andavam constantemente cheios nas semanas que antecederam o arranque da campanha. Porquê? Claro, porque as associações desataram a aproveitar as trezentas pataquinhas para organizar almoços e jantares de promoção dos seus candidatos à Assembleia Legislativa. Tudo debaixo das barbas da Comissão dos Assuntos Eleitorais – cuja credibilidade, aliás, anda pelas ruas da amargura, depois de tomadas de posição como a relativa à propaganda encapotada na revista dos kaifong...

O segundo factor negativo a marcar este acto eleitoral é a circunstância de os dez deputados a sufragar pela via indirecta já estarem escolhidos desde a formalização das respectivas candidaturas, numa repetição do que sucedeu há quatro anos, o que acarreta um tremendo descrédito para o sistema político de Macau, como bem se compreende. E, se dúvidas houvesse, bastaria espreitar o que diz a imprensa internacional quando aborda o assunto. Há quem proteste a inocuidade das críticas que vêm de fora, mas eu, pessoalmente, não gosto de saber que a minha terra adoptiva (e onde, até há poucos anos, esvoaçou o pavilhão do meu país, que tem responsabilidades históricas no que aqui se passa) é tida, na esfera universal, como assumindo resquícios de república das bananas. Pior ainda quando essa leitura até nem parece andar muito longe da verdade...

Do velho argumento da necessidade de consensos falaremos na próxima semana.

PS: agradeço ao Bairro do Oriente a inclusão desta crónica na sua selecção de «Leituras» da semana. E é verdade: serão apenas dois artigos sobre a campanha eleitoral. Não há tempo para mais, uma vez que a votação é já no próximo domingo.

O pós-antologia

As minhas crónicas «Antologia da transparência», publicadas no Jornal Tribuna de Macau ao longo das últimas onze semanas, cobrem o período entre o rebentamento do escândalo da Fundação Jorge Álvares, por volta de 14 de Janeiro de 2000, e a divulgação das conclusões do relatório da comissão que Edmund Ho nomeou para investigar o caso, em finais de Março seguinte.

Depois disso, continuaram a sair inúmeros artigos sobre o tema na imprensa local e de Portugal, alguns dos quais tenciono aqui reproduzir. O editorial do Ponto Final de 14 de Abril de 2000 é um deles:

PS: quem discordar do que tenho escrito n'O Protesto - seja na minha coluna do JTM, seja neste blogue -, está, como é óbvio, inteiramente à vontade para tornar pública essa discordância. Estou certo de que o JTM, até em nome do direito de resposta, não negará espaço a tais vozes. Da minha parte, fica igualmente assegurada a publicação neste blogue de qualquer mensagem devidamente identificada que me seja dirigida sobre o assunto.

Por isso, meus senhores, em vez de andarem a transmitir ao director do JTM queixinhas e ameaças em surdina contra os meus textos, assumam-se, dêem a cara e exponham a vossa versão dos factos, tal como eu apresentei a minha perspectiva - que, em consciência, acredito corresponder à verdade - do que investiguei e analisei. Os leitores tirarão, depois, as suas conclusões.

Uma última nota: a cobardia é uma coisa muito feia, que em nada dignifica o ser humano, e os cobardes não me intimidam. Aliás, já fui alvo de tantas cobardias, antes e depois de 99, que já estou como que "vacinado" contra elas. Será possível que ainda não tenham percebido isso?

Pan-democrats call for democratically-elected CE by 2012

The pan-democrats on Monday called for functional constituencies to be abolished and for a democratically elected legislature by 2012.

The call came after pan-democratic party lawmakers met on Monday afternoon to discuss the territory's future and renew their calls for more progress on the introduction of universal suffrage.

Former Executive and Legislative Councilor Allen Lee Peng-fei said the pan-democrats had also agreed on a lower nomination level for chief executive candidates.

He said the lawmakers wanted a new political model whereby anyone who got 50 nominations from the election committee - or who could get a significant level of public support - should be eligible to stand for the position of chief executive.

“It takes 50 to nominate as a candidate for chief executive — or you get 100,000 electors to nominate,” Lee told local radio.

Lee said the pan-democrats would like this model to be used for the 2012 election. But the former Liberal Party founding member said pan-democrats would “not resist too much” if this idea was not adopted until 2017.

The proposal includes keeping 60 seats in the Legislative Council, with half the lawmakers being elected from single-seat districts, and half under the current proportional list system. This would mean functional constituencies would be a thing of the past.

Chief Executive Donald Tsang Yam-Kuen is expected to begin discussions on constitutional reform later this year.

However, the government has said several times it would only discuss how the 2012 elections for chief executive and positions on the Legislative Council can be made more democratic. It has said it will leave proposals for full democratic voting in 2017 and 2020 to the next administration.

In Hong Kong, only 30 of the 60 Legco seats are directly elected by the people (through geographical constituencies), with the other 30 elected by 28 functional constituencies.
